The High Court decided to overturn a decision of the Shkodra Court of Appeal, related to the alienation of properties to Rana and Hedhun in Shëngjin, and returned it for retrial with another panel of judges, at the only Court of Appeal of General Jurisdiction in Tirana.
The Shkodra Court of Appeal, with decision no. 222, dated 28.10.2022, had found guilty several local officials involved in the alienation scheme of about 234 thousand m² of land in one of the most coveted areas of the coast.
The former mayor of Lezha, Fran Frrokaj, and the former district president, Gjok Ndoka, were sentenced to 3 years in prison each, according to this decision, while 16 other people were also found guilty. The Supreme Court found violations committed by the second instance of the judiciary and now the case will again pass through the filter of another judicial body.
