The Special Court against Corruption and Organized Crime (SCOC) has today announced the final verdict against the defendant Shkëlzen Daci, accused of drug trafficking and participation in a structured criminal group. The trial was conducted under the summary trial procedure, following the request submitted by the Special Prosecutor's Office against Corruption and Organized Crime (SPAK), within the framework of criminal proceedings no. 36/2 of 2019 (originating from proceedings no. 238 of 2017).
At the conclusion of the judicial review, the panel composed of judges Alfred Konomi, Sokol Pasho and Migena Laska, with decision no. 60, dated 29.09.2025, decided as follows:
The guilty plea of the defendant Shkëlzen Daci for committing the criminal offense of "Trafficking in narcotics, in collaboration with a structured criminal group", provided for by articles 283/a/1 and 28/4 of the Criminal Code, as well as based on article 334/1 of the Criminal Code, sentencing him to 12 (twelve) years of imprisonment.
The guilty plea of the defendant Shkëlzen Daci for the criminal offense “Structured criminal group”, provided for by Article 333/a/2 of the Criminal Code, sentencing him to 3 (three) years of imprisonment.
Based on Article 55 of the Criminal Code, the court decided that the sentences be combined and the defendant shall serve a single sentence of 12 (twelve) years of imprisonment.
In application of Article 406/1 of the Code of Criminal Procedure, due to the summary trial, the court reduced the sentence by 1/3, determining that the defendant Shkëlzen Daci shall serve 8 (eight) years of imprisonment.
Based on Article 14 of Law No. 8328, dated 16.04.1998 “On the rights and treatment of persons sentenced to imprisonment and pre-trial detainees”, as amended, the court decided that the defendant shall serve the sentence in a high-security prison.
The procedural costs were charged to the defendant.
The court charged the Special Prosecutor's Office against Corruption and Organized Crime (SPAK) with the execution of this decision.
The court also announced that an appeal against this decision is allowed within the legal deadline of 15 (fifteen) days at the Special Court of Appeal for Corruption and Organized Crime, starting from the day after the notification of the decision.
