SPAK has cracked down on a structured criminal group suspected of heroin trafficking between Albania and Denmark, executing two security measures against citizens ML (alias G.) and EL.
According to investigations, the criminal group trafficked heroin to Denmark via Sweden in seven episodes, from October 2023 to January 2024.
The narcotic substance was allegedly mixed with paracetamol and caffeine to be sold on the Danish market for higher profits. The Special Court imposed the measure of “prison arrest” on ML, while the measures of “compulsion to appear” and “prohibition of leaving the country” were imposed on EL. The operation was carried out in cooperation with the Danish authorities and the BKH, and so far five people have been identified and prosecuted in both countries.

SPAK strikes structured criminal group for heroin trafficking in Albania and Denmark, two security measures executed
The Special Prosecution Office against Corruption and Organized Crime has requested the Special Court of First Instance to impose security measures against two citizens ML, (alias G.,) and E. L, within the framework of proceedings no. 55 of 2024, for the criminal offenses:
“Production and sale of narcotics”, carried out in the special form of cooperation, that of a structured criminal group, provided for by articles 283/1 and 28/4 of the Criminal Code, in connection with article 334/1 of the Criminal Code “Commitment of criminal offenses by a criminal organization or a structured criminal group”;
“Structured criminal group”, carried out in the form of participation, provided for by article 333/a/2 of the Criminal Code.
Following the request submitted by the Special Prosecution, the Court, with its decision no. 28, dated 14.5.2026 decided to impose the personal security measure of a coercive nature "arrest in prison" provided for by article 238 of the Code of Criminal Procedure for citizen ML, (alias G.), as well as the personal security measures "Obligation to report to the judicial police" and "Prohibition of leaving the country" provided for by articles 234 and 233 of the Code of Criminal Procedure, for citizen EL
The investigations related to this criminal proceeding were carried out in close cooperation with the Danish justice authorities and the National Bureau of Investigation (BKH).
Danish authorities, in August 2023, registered criminal proceedings no. 0100-71282-00102-23 – “Operation Bacchus”. The investigation involved a group of Albanian and foreign citizens, who, within the framework of a structured criminal group, carried out the criminal activity of trafficking and distributing heroin-type narcotics in the Kingdom of Denmark.
This activity spanned from October 1, 2023 to January 23, 2024, in 7 episodes, during which members of the criminal group imported heroin into the Kingdom of Denmark through the border state of Sweden. The trafficked narcotic was prepared for sale on the Danish market, mixed with other substances such as paracetamol and caffeine, in order to maximize profits.
From the parallel investigations conducted by the prosecutors of the two countries, up to this moment it has been possible to identify and prosecute in Denmark 3 persons (two Albanian citizens and one foreigner), while in Albania it has been possible to identify 2 (two) other Albanian citizens, who were involved in illegal criminal activity in the field of production and sale of narcotics.
On 14.5.2026, the General Directorate of the State Police made it possible to execute personal security measures for the two citizens under investigation.
Meanwhile, investigations continue for the administration of evidence regarding the involvement of other persons, who are suspected of being involved in these illegal criminal activities.
