A message that directly implicates Prime Minister Edi Rama has emerged in the investigative file of Deputy Prime Minister Belinda Balluku.
In one of the messages sent to her former subordinate Evis Berberi, Belinda Balluku informs the latter that she met Ramë Geci at the request of the prime minister.
After this meeting, Ramë Geci's company turned out to have won the tender.
Part of the Balluku file that SPAK submitted to the Parliament, where it requested authorization to arrest the Deputy Prime Minister.
Following the investigation, from the review of the data of the expert report no. 195, dated 26.09.2024, of the “Blackberry” mobile phone, model “BBF100-6”, seized from citizen Evis Berberi, the communication dated 24.08.2021, on the “Whatsapp” application, resulted, where at 13:49, citizen Belinda Balluku sends citizen Evis Berberi the message:
"The Prime Minister asked me to meet Ram Geci."
After this message, at 13:51, citizen Evis Berberi sends citizen Belinda Balluku messages on the "Signal Private Messenger" application, with the text:
"He met him today. I'm passing by the office because I met him an hour ago at the construction site, I did a lap around the entire ring road."
At 1:52 PM, Belinda Balluku:
"I'm at home, in short, with a cold."
At 1:52 PM, Evis Berberi:
"Obobo".
At 1:52 PM, Belinda Balluku:
"We'll take this to PR, I say. How much is PR?"
At 1:53 PM, Evis Berberi:
"15 ml, around 10 ml euros excluding VAT, 15 billion lek".
SPAK clarifies that in relation to the above conversations, the investigation results that the Albanian Road Authority on 15.09.2021 made the announcement for the procurement procedure with the object "Construction of Porto Romano Road, Durrës, Lot 3 (continued)".
In Bulletin No. 167, dated 22.11.2021, of the Public Procurement Agency, it results that for this procurement procedure, the notice on the evaluation of the offers of economic operators has been published, where it has resulted that the offer submitted by the company "Geci" sh.pk has been qualified.
Referring to the data of the electronic public procurement system, as a result of the announcement of the winner of the company "Geci" sh.pk, in this procurement procedure, a contract was concluded between the Albanian Road Authority and the company "Geci" sh.pk, with the object "Construction of Porto Romano Durrës Road, Lot 3 (continued)".
The investigation results in the company "Geci" sh.pk having as its sole partner and administrator the citizen Ram Geci.
