The testimony of Deputy Prime Minister Belinda Balluku's subordinate is revealed. Mirzeta Kashnica has stated that she signed for the tenders because she was pressured by Evis Berberi, the former head of the Albanian Agency for the Protection of the Rights of Persons with Disabilities.
"Asked on 10.11.2025 regarding the aforementioned procurement procedures, the defendant Mirzeta Kashnica stated that she remembers that in the first procurement procedure for the construction of the Llogara tunnel, which was canceled, in her assessment as a member of the Bid Evaluation Commission, the economic operator "Gjoka Konstruksion" sh.pk, met the criteria and should have been declared the winner. She states that she sent this position by email to the other members of the Bid Evaluation Commission and, for information, also sent it to the Secretary General of the Ministry. She states that immediately after she sent this email, at 17:05, before the commission's evaluation had yet been closed in the Public Procurement Agency system, she was called by citizen Evis Berberi, who told her that she should not have expressed herself by email. after he had spoken and this procedure had been closed, it would be canceled, since none of the economic operators were in order. The defendant Mirzeta Kashnica states that in relation to the minutes of 18.03.2021, for the evaluation of the bids, where all the bids submitted by the economic operators were canceled, she signed, after being pressured by citizen Evis Berberi, to continue with the procedure. She states that citizen Evis Berberi was a member of the commission, as well as the person who dictated the decision-making of the commission. In relation to the re-announced procurement procedure with the object "Construction of the Llogara tunnel", she states that every time the commission met, the other members of the commission had made decisions with each other and intimidated her regarding her positions", states the SPAK file that she submitted to the Parliament where she requested permission to arrest the number two of the government.
After this testimony, SPAK says that Kashnica was put under pressure by Belinda Balluku.
"Following the investigation, using special methods, data have emerged that the defendant Belinda Balluku, during the time she was informed of the accusation by the proceeding body and was exercising her duties as Deputy Prime Minister of the Republic of Albania and Minister of Infrastructure and Energy, exerted pressure in various forms on the person questioned in these proceedings, specifically citizen MK (her subordinate)," SPAK emphasizes.
