
SPAK completed the investigations and submitted for trial the criminal file against the former head of the Saranda Prosecution Office, Kledian Llahon, lawyer Clirim Shahini (previously a prosecutor) and two businessmen Vasil Bakallu and Pando Papuçi. They are charged with the criminal offenses of "Passive corruption of a judge, prosecutor, or other officials of the justice system", in collaboration, as well as "Exercising illegal influence over public officials".
According to SPAK, the complainant, citizen MA, was criminally investigated by Prosecutor Kledian Llaho, within the framework of a criminal investigation of the Prosecutor's Office at the Court of First Instance of General Jurisdiction in Saranda, for the criminal offense of abuse of office. Meanwhile, the criminal fact that the prosecutor, Kledian Llaho, was biased in the investigation of criminal proceedings no. 774/2021 has been documented. His position is related to the relationship that the complainant's family (citizen MA) had with the prosecutor's father-in-law, because he was a tenant of a hotel facility, owned by the prosecutor's father-in-law. Citizen MA had recognized the investment made and consequently the obligation to the tenants in the amount of 1,800,000 (one million eight hundred thousand) lek.
The Special Prosecution Office says that it has documented the criminal fact that prosecutor Kledian Llaho, in his capacity as the prosecutor of the case, requested the investigated party to return the amount of 1,800,000 to his father-in-law through his acquaintance, citizen Vasil Bakalli, in order to facilitate the procedural position of the investigated MA, within the framework of the criminal proceedings against him.
At the same time, citizen Pando Papuçi was also investigated in the criminal proceedings of the Saranda Prosecutor's Office, who handed over to citizens Vasil Bakalli and Kledian Llaho, in the form of a bribe, the amount of 30,000 (thirty thousand) euros, with the aim of the latter exercising illegal influence on the prosecutor of the case, in order to facilitate the procedural positions of this defendant. Citizen Pando Papuçi paid the amount of 25,000 euros in the form of a bribe to his lawyer Çlirim Shahini, who promised to exercise illegal influence on the judge of the case in charge of the latter.
