The content of the resolution that caused debate at the Democratic Party National Council meeting and led to the temporary interruption of the live broadcast has been revealed.
The document, drafted by National Council members Ilirjana Kuçana and Lisandër Hoxha, was presented to the DP leader, Sali Berisha, with the request to discuss it at the meeting. However, the resolution was not accepted for inclusion in the agenda, with the argument that the meeting had an approved agenda, which also led to a clash between Kuçana, National Council chairwoman Julia Emiri, and then Berisha himself.
The resolution demands that the Democratic Party officially support the civic protests and the demands of the Protest Coordination Group, establish a Forum of Intellectuals and a Student Forum, and undertake a profound reform of its internal organization.
One of the strongest points of the document is the chapter on "eradicating clan-based mulism," where the authors call for establishing the incompatibility of leadership mandates, transparency in the drafting of lists, and an end to what they describe as a system of clan-based appointments within the Democratic Party.
The document does not mention Flamur Noka by name, but the wording of the resolution relates to the position of Secretary General, for which he is running for re-election. The resolution was not accepted for discussion and it remains unclear whether it will be reconsidered or resubmitted at another meeting of the National Council.
