By analyzing security camera footage, the Saranda Prosecutor's Office has reconstructed minute by minute the serious incident of Portuguese tourist Luis Miguel Varela Mendez in Ksamil.
"Citizen Luis Mendes, in order to escape the blows he was receiving from Sokrat Lipan and David Heurtevent, leaves in a hurry by entering the sea. At 05:17:53, citizen Luis Mendes approaches from the southern side of the beach to the place where the waiters are and is hit by citizen Serxhi Ademi with his fists and they push him into the sea. At 05:18:04, citizen Luis Mendes comes out of the water and walks towards the sun loungers of the "Paradise" beach where it is noticed that his white T-shirt is bloody," the file states.

A review of the camera footage revealed the following:
At 05:14:24 on 18.08.2026, several citizens were observed leaving the premises of the "Principotes" bar and standing on the sand outside the premises of the "Paradise" entity, among whom were identified citizens Ibrahim Lemoie, Sudae Akmahmat, Florian Cetina and Luis Mendes, wearing a white T-shirt with black writing on the back.
At 05:15:22 on 18.08.2026, from the parking lot on the south side of "Principota", we notice two citizens approaching, specifically David Gjana alias Heuertvent in front and Sokrat Lipan (Vata), wearing a white shirt, to the place where the foreign citizens were.
At 05:16:39, citizen Sokrat Lipan (Vata) is observed pushing a person wearing a white shirt, and Sokrat is observed moving away from him and heading towards the sun loungers.
At 05:16:47, citizen Sokrat Lipan follows one of the people dressed in white and Sokrat follows them from behind towards the parking lot.
At 05:16:54, citizen Sokrat Lipan (Vata) is seen running towards citizen Ibrahim Lemoie, who crashes into the sun loungers and falls to the ground. Sokrat punches him.
At 05:17:14, citizen Luis Mendes approaches and physically pushes citizen Sokrat Lipan, who falls to the ground. Citizen Sokrat Lipan (Vata) gets up from the ground and approaches citizen Luis Mendes and starts hitting him.
At 05:17:20, citizen David Heuertvent, wearing shorts and a dark-colored shirt, along with citizen Sokrat Lipan (Vata), hit citizen Luis Mendes, and during this time, citizen Sudae Akhmat comes to help his friend, citizen Luis Mendes, and hits citizen Sokrat Lipan.
At 05:17:35-05:17:46, citizen Serxhi Selimi punches French citizen Ibrahim Lemoie, during which time citizen Luis Mendes, to escape the blows he was receiving from Sokrat Lipan and David Heurtevent, leaves in a hurry by entering the sea.
At 05:17:53, citizen Luis Mendes approaches the southern side of the beach to where the waiters are and is punched by citizen Serxhi Ademi, who pushes him into the sea.
At 05:18:04, citizen Luis Mendes emerges from the water and walks towards the sun loungers on "Paradise" beach, where it is noticed that his white T-shirt is bloodstained.
At 05:18:24, citizen David Heuertvent is observed leaving towards the interior of the "Principota", who is seen to be bleeding on the front of his clothes and is hiding.
At 05:20:28, citizen Sokrat Lipan alias Vata leaves, his white T-shirt covered in blood, and behind him is the waiter, Igli Cekani, who accompanies him from behind towards the "Principotes" bar.
