The seizure of Belinda Balluku's second luxury villa in Palasa by SPAK has exposed a deep scheme of corruption, concealment of wealth and conflict of interest that directly connects the former deputy prime minister with businessman Arbër Abazi.
Invited to the show "Minuta e Parë" on News24, journalist Klodiana Lala stated that the collected evidence gives SPAK every opportunity to request authorization from the Parliament to arrest Balluk, while emphasizing that the investigations should also be expanded to Prime Minister Edi Rama.
According to the journalist, the investigation into the coastal villa complex began after the dismantling of telephones and electronic communications. The new villa seized in Palasa, which follows the one in Dhërmi suspected of bribery, has a purchase value of over 400 thousand euros, while the additional investment of more than 250 thousand euros for its luxury was made by Arbër Abazi of the company "Alko Impex".
The architect's emails: Communications between architect Alban Eftimi and Balluku reveal details of the villa's luxurious fit-out (where half of it would resemble a yacht inspired by luxury hotels in Greece), accompanied by an 11-page technical specifications document.
Notes for the pool: The supervision documents from the architect of “Alko Impex” for the purchase of pool materials bear the direct note “Arbër Abazi + Balluku”.
Abazi lives with a relative of the minister, which constitutes an open conflict of interest for the public tenders that his company has received from the Ministry of Infrastructure. In addition to the tender abuses for which she is officially accused, Balluku now faces new charges of corruption and concealment of assets. The name of Igli Tara is also mentioned in this scheme, assigned to cover part of the investment due to friendly relations.
Lala emphasized that this corrupt venture worth millions of euros could not have been carried out without the approval of Prime Minister Edi Rama. There are messages in the file mentioning the name of the Prime Minister instructing Balluku to meet certain businessmen for large public tenders. The journalist emphasized that SPAK should at least question Edi Rama about the Llogara tunnel tender and resolve the impasse by requesting Balluku's arrest in the Assembly.

Ky i fundit ka marrë përsipër investimin për vilën që vlerësohet mbi 400 mijë euro, ndërsa punimet e luksit që i kalojnë 250 mijë eurot janë kryer po nga Abazi.
Dosja e SPAK përmban disa e-mail-e të shkëmbyera mes arkitektit Alban Eftimi dhe Belinda Ballukut, ku tregohet se studioja e tij po punonte për projektimin luksoz të vilave. Në komunikime përmendet se gjysma e vilës do të ngjante si jaht, duke u frymëzuar nga një hotel luksoz në Greqi, shoqëruar me një dokument prej 11 faqesh me specifikimet teknike.
Në një tjetër moment komprometues që e lidh Ballukun me Arbër Abazin, gjatë marrjes së materialeve për pishinën, arkitekti i “Alko Impex” që mbikëqyrte punimet kishte shënuar në fletët e porosisë me shkrim dore: “Pishina Arbër Abazi + Balluku”.
Biznesmeni Arbër Abazi bashkëjeton me një të afërme të Ballukut, çka vërteton konfliktin e pastër të interesit në dhënien e tenderave publikë për familjarët e saj. Sa i përket Igli Tarës, ai ka mbuluar një pjesë të investimit për shkak të lidhjeve miqësore me palët.
Për shkak të kësaj lidhjeje nepotike, kompania e Abazit nuk mund të konkurronte për tendera publikë sa kohë Balluku mbante postin e ministres. Përveç akuzave për abuzim me tenderat ku është zyrtarisht e pandehur, ndaj Ballukut janë ngritur akuza të reja për korrupsion dhe fshehje pasurie, ndërsa për Abazin po zhvillohen hetime për korruptim të zyrtarëve të lartë dhe pastrim parash. Me këto prova të reja, SPAK i ka të gjitha mundësitë ligjore t’i drejtohet Kuvendit me një kërkesë të re për arrestimin e Ballukut.
Kjo ndërmarrje korruptive miliona eurosh shtrihet më lart se zv.kryeministrja. Balluku nuk mund të ketë vepruar e vetme, pasi asnjë zyrtar i Partisë Socialiste nuk merr dot vendime të tilla me peshë financiare pa miratimin e kryeministrit Edi Rama. Në fashikujt e hetimit ekzistojnë mesazhe ku përmendet emri i kryeministrit, i cili udhëzon Ballukun për takime me biznesmenë të caktuar.
