
Renowned lawyer and activist, Genti Serjani, has publicly denounced the State Police's blocking of electric vehicles, describing this action as completely illegal and arbitrary.
According to Serjani, the blocking of skateboards was carried out without a legal basis in force, violating the rights of citizens and violating the legal order.
> "From day one we have said that blocking electric vehicles was illegal. Now we have the facts that clearly prove this," Serjani wrote in a Facebook post, also publishing the relevant documents.
He brings to attention concrete data on the way the institutions acted:
The Minister's instruction on the prohibition and blocking of electric vehicles was approved on October 13, 2025, exactly on the same day when the blocking was being carried out by the police on the ground; This instruction was published in the Official Gazette on October 17, 2025, so only then did it enter into legal force;
In content, the instruction itself assigns the State Police the duty to implement it, but this can only happen after its entry into force.
Meanwhile, according to Serjani, the order to freeze the assets by the Director of the State Police was issued on October 9, 2025, four days before the instruction was approved and a full eight days before it was officially published.
> "So, we have a clear case where the State Police 'implemented' an act that did not legally exist. This is an institutional abuse and a flagrant violation of the rule of law," Serjani points out.
The lawyer requests that all cases of blockages made under these conditions be declared invalid, and that state institutions be held accountable for exceeding their powers.
