Entities that produce, treat or generate waste will be obliged to manage it themselves. The application of this scheme is an obligation that must be fulfilled by our country in order to join the European Union, and consequently Albania is making changes to the law on waste management.
According to the new proposals, all costs arising from the fulfillment of these legal obligations will be covered by producers, reducing the burden of waste management for the state, while in the event of failure to fulfill obligations by entities, the proposed fines range from 100 thousand to 1 million lek.
The law will apply to waste categories such as packaging, batteries, accumulators, end-of-life vehicles, and waste electrical and electronic equipment.
Meanwhile, the main obligations of the manufacturer are related to financing and creating a system for the collection, transportation, recycling or another way of treating waste generated by their products that they place on the market in Albania.
Investments in collection infrastructure or the development of appropriate information, awareness, guidance or training activities to inform citizens in exercising their rights as consumers will also be mandatory.
The obligations arising from this law will take effect on June 1, 2026.
