Tom Doshi has not even started his mandate as a member of parliament, having resigned in the first session of Parliament. Sabina Jorgo also joined his will, creating two vacancies in the Shkodra district. But as of September 12, these vacancies have not been filled.
The Central Election Commission announces that so far four candidates have refused to take the mandate, two from the closed list and two from the open list, including two women. According to the Electoral Code, when a female MP resigns, her seat must be replaced by another woman. Currently, the only one who has not responded is Meri Markiçi.
On the voting list, the two ladies who resigned, Suada Kopshti (12th) and Migena Kalleçaj (15th), are ranked lower than Meri Markiçi (11th), who has until September 28 to confirm her acceptance of the mandate. If she does not accept it, the mandate will pass to a man.
In the event that no woman accepts the mandate, the two most voted male candidates from the open list, Besnik Brahimi and Shkurt Lasku, will be in the running to take the seat of MP. They will have to notify the CEC when they are sent the invitation to take the mandate from Ilirjan Celibashi.
