
The DP has requested the State Election Commissioner, within the framework of the development of electoral processes within its structures, to make available 50 ballot boxes, 100 secret voting rooms and 500 security codes.
Ervin Minarolli, who was lucky enough to sign the request, does not specify when he needs the materials that the CEC wanted to make available to him. He does not even refer to any provision that obliges the CEC to respond to the DP's request. Much less to respond positively to it.
The letter does not even specify the form of obtaining the materials. It is not clear whether the DP is asking for a loan or for rent for the rooms and boxes, but at the very least it will have to buy the codes, because once it uses the codes, it cannot return them.
The CEC is not known as an institution that sells codes. Can it lend out parts of its inventory, state property, or does it rent it out? The DP's letter does not clarify this.
The request does not even clarify when the CEC should pack as many as the DP requests. How will it transport them? Or will the secretary general go by truck to pick them up and distribute them? How will the "making available" happen?
But the most interesting fact about that letter is that no one understands how the DP will get those 50 boxes, 100 rooms, and 500 codes.
But it is equally unclear why the DP needs, for example, 50 boxes, but 500 codes. To clarify: 1 box has 5 codes. This is how the CEC has boxes. If those boxes are required and not others, then for each box Flamur Noka, as secretary general, can use 5 codes. But 50 × 5 = 250. They do not make 500. Why does the DP require 50 boxes, but 500 codes?
But the DP has requested 100 polling stations. Don't you think the codes (out of 5) are needed for the polling stations? If 300 codes had been requested, we would say "well, they need 50 spares". But out of the 250 they need, they also need 250 spares?
In the DP, no one simply knows how to do math, or else they are planning to replace 250 codes with 250 others.
As for the letter, so that the DP does not launch an investigation, we explain to the officials there that the CEC protocol is online. If you launch a request at the CEC, you have automatically sent it to all the media.
And as for the calculations… 7 × 7 always makes 49 and not 42.
