
Changes to the Assembly's Rules of Procedure are expected to be discussed this afternoon in the Rules of Procedure Council, in a meeting that is being seen as the first real test of the negotiations between the SP and the DP for the new parliamentary package.
Parliamentary sources indicate that the parties have agreed that the vote on the amendments will take place on Monday, while the majority has agreed to also consider the Democratic Party's proposals.
However, the negotiations have not been without tensions and the debates have touched on some of the most sensitive points of parliamentary functioning.
One of the most controversial issues remains the special commission headed by Fatmir Xhafaj. Ulsi Manja has filed amendments regarding the powers and functioning of this commission, but they have not been accepted by the DP.
In parallel, the opposition has requested that the Ethics Commission, the structure that imposes disciplinary measures against MPs, have an equal 5-5 composition between the majority and the opposition. So far, there is no clear position on whether the SP has accepted this request.
For the rest of the package, according to sources, there is agreement between the parties, which indicates that negotiations have advanced significantly compared to the climate of tension that has dominated the Assembly in recent months.
But the debates have not remained only between the SP and the DP. Within the socialist group itself, there has been disagreement about the powers of the Xhafaj Commission. It is learned that Eduard Shalsi and Ulsi Manja expressed reservations during the meeting of the SP parliamentary group, opposing the expansion of the powers of this commission.
In this climate, today's meeting of the Rules Council is expected to show whether we are dealing with a real parliamentary compromise or just a temporary agreement to reduce political tension between the majority and the opposition.
