After spending long hours debating integration during the week, with accusations and counter-accusations, the Socialist Party and the Democratic Party gathered this morning in the plenary session, in the Committee on Europe and Foreign Policy, and adopted this joint resolution.
The SP paves the way for the DP, and the DP gives votes to the SP, ultimately because the EU demands, at least in appearance, full inclusion.

ON THE MEMBERSHIP PROCESS OF THE REPUBLIC OF ALBANIA INTO THE EUROPEAN UNION
Pursuant to the Constitution of the Republic of Albania and Articles 18 and 103/1 of the Rules of Procedure of the Assembly of Albania;
Pursuant to Article 18, point 1, of Law No. 15/2025 “On the role of the Parliament in the process of negotiations and membership of the Republic of Albania in the European Union”, as amended;
Reaffirming that the membership of the Republic of Albania in the European Union constitutes a national strategic objective, which guides and orients the entire reform agenda of the country for democratic, institutional, economic and social transformation;
Underlining the constitutional responsibility of the Assembly of Albania for overseeing the integration process, strengthening parliamentary control and ensuring transparency;
Emphasizing that the European orientation is a choice of free will, of nationwide strategic importance, which enjoys broad civic support and represents a lasting commitment to the fundamental values of the European Union, democracy, the rule of law, freedom, peace and coexistence, equality and human dignity;
Bearing in mind the Copenhagen criteria and the principle that the accession process is based on merit, fair conditions and real implementation of reforms, in line with democratic standards and respect for fundamental rights;
Aware that Albania has rapidly opened all negotiation chapters and is awaiting the adoption of the IBAR report;
Considering that the EU enlargement process is taking place in a sensitive geopolitical context that requires rapid reshaping of institutions and measurable progress in key areas such as the democratic functioning of institutions, the judiciary and fundamental rights, justice, freedom and security, public procurement, financial control, statistics, economic criteria, and public administration reform;
Taking into account the European Commission's Report on Albania 2025 and the European Parliament's Report on Albania, adopted on 5 May 2026 in the Committee on Foreign Affairs of the European Parliament (AFET);
Bearing in mind the findings and recommendations of the OSCE/ODIHR Final Report on the parliamentary elections of 11 May 2025;
Stressing the importance of respecting fundamental rights and freedoms, as well as the necessity of guaranteeing transparency in the process of accession to the European Union;
Emphasizing that European integration requires fundamental transformation, which includes harmonization of laws in line with European standards, their full implementation, concrete and measurable results, institutional accountability and inclusiveness;
Considering the importance of public trust, guaranteeing the real separation of powers, guaranteeing check and balance mechanisms, the independence of constitutional institutions and constructive inclusive political and social dialogue as the foundation of a functional democracy, essential requirements for the accession process of the Republic of Albania to the European Union;
Expressing appreciation for the European Union's continuous and comprehensive strategic and financial support for Albania;
The Albanian Parliament is committed to:
To fully and directly strengthen its role in accelerating the accession process of the Republic of Albania to the European Union.
To fully and efficiently exercise the law-making and supervisory function for the European Union accession process, guaranteeing the quality of legislation, approximation with the EU acquis and its concrete implementation in practice.
Strengthen parliamentary control over the executive branch, independent institutions and agencies, respecting the constitutional principle of separation and balance between powers, increasing transparency, auditing and accountability.
To deepen joint engagement with citizens, interest groups and other societal actors, with the aim of recognition and inclusion in the European Union membership process.
To intensify the pace of electoral reform in full implementation of the recommendations of the OSCE/ODIHR and the Venice Commission, to guarantee free and fair elections.
To provide full support to constitutional and/or legally established institutions, including ensuring the implementation of their legal decisions.
To seek to strengthen efforts and consolidate concrete results in the fight against high-level corruption and organized crime, ensuring full support for relevant institutions and the implementation of European Union requirements.
To demand respect for freedom of expression, guarantee media pluralism, improve mechanisms for the protection of journalists and free journalism, guaranteeing a free, competitive and professional media environment.
To monitor the fight against disinformation and foreign interference, to protect the integrity of democratic processes and national strategic interests.
To promote inclusive political and social dialogue, to ensure national consensus on European priorities.
Të nxisë forcimin institucional për mbrojtjen dhe promovimin e të drejtave të personave, që i përkasin pakicave kombëtare.

Kuvendi i Shqipërisë i kërkon Këshillit të Ministrave:
Të raportojë në përputhje me kuadrin ligjor, përfshirë plotësimin e piketave përmbyllëse për të gjithë grupkapitujt negociues dhe konkluzionet e konferencave ndërqeveritare.
Të garantojë zbatim të plotë dhe të qëndrueshëm të legjislacionit në përputhje me acquis të BE-së, duke përshpejtuar reformat në shtetin e së drejtës, luftën kundër korrupsionit dhe krimit të organizuar, gjyqësorin dhe fushat e tjera të Grupkapitullit I “Themelorët”.
Të sigurojë sinergjinë mes instrumenteve të ndryshme financiare të Bashkimit Evropian, shteteve anëtare të tij dhe partnerëve ndërkombëtarë për zhvillim, duke raportuar në mënyrë të posaçme në Kuvendin e Shqipërisë lidhur me mbështetjen e partnerëve për zhvillim për procesin e integrimit dhe anëtarësimit në Bashkimin Evropian;
Të garantojë parashikime të dedikuara buxhetore në çdo program buxhetor për zbatimin e reformave kyçe në kuadër të procesit të anëtarësimit, me fokus të veçantë në mbështetjen për institucionet ligjzbatuese.
Të përputhë kuadrin ligjor për prokurimet publike me qëllim forcimin e transparencës dhe konkurrencës në prokurimet publike dhe përdorimin e fondeve të BE-së.
Të përshpejtojë reformën në administratën publike në përputhje me kërkesat e Bashkimit Evropian me qëllim rritjen e efikasitetit të saj dhe të zbatojë me përpikëri kriterin e meritës në rekrutime.
Të mbrojë mjedisin dhe zonat e mbrojtura, në përputhje me standardet e BE-së.
Të sigurojë konsultim gjithëpërfshirës me opozitën, shoqërinë civile dhe grupet e interesit për të garantuar një vendimmarrje me bazë sa më të gjerë.
I kërkon të forcojë më tej kapacitetet e strukturës shtetërore, përgjegjëse për zhvillimin e negociatave dhe lidhjen e Traktatit të Aderimit të Republikës së Shqipërisë në Bashkimin Evropian.
I kërkon që të intensifikojë një fushatë ndërgjegjësuese mbi Bashkimin Evropian dhe standardet evropiane si nxitëse të transformimit evropian në kuadër të procesit të anëtarësimit në Bashkimin Evropian.
It asks for further support for the local government in strengthening its capacities, to prepare it for membership in the European Union.

It reiterates that progress in the accession process should be measured on the basis of merit, democratic standards and verifiable achievements, in order for Albania to move steadily towards full membership in the European Union.
