In violation of the Electoral College's decision, Ilirjan Celibashi submitted to the Regulatory Commission for approval a list rigged according to his personal style and not according to the criteria prescribed in the Electoral Code.
The list submitted to the Regulatory Commission for approval is clearly contrary to the reasoning of the Electoral College's decision in the "Lapaj" case.
In accordance with the Electoral College Decision, for example, Zegjine Çaushi cannot be declared the winner in Fier. Zegjine Çaushi can only win the mandate after the candidate who won with the most votes from the open list refuses or relinquishes the mandate in the Assembly.
