The Special Prosecution Office against Corruption and Organized Crime has today officially communicated the indictment to the Minister of Infrastructure and Energy, Belinda Balluku, for the criminal offense of "Violation of equality of participants in public tenders or auctions", in collaboration, according to articles 258/2 and 25 of the Criminal Code.
The investigation is being conducted within the framework of criminal proceedings no. 136 of 2025, joined with proceedings no. 167 and 181 of 2024. According to SPAK, the charges relate to Balluk's actions in her capacity as minister, in one of the public procurement procedures for the project "Construction of the Llogara Tunnel", in the Orikum-Himar section of the SH8 highway. The procedure was conducted on December 11, 2020 and, after cancellation, was reopened on June 22, 2021, with a limit fund of 18.9 billion lek excluding VAT.
SPAK reports that Balluku was informed of the charges on October 21, 2025, but she announced that she could not appear on the scheduled date. Following the Prosecution's second request, in a letter dated October 24, the minister appeared today, October 31, 2025, at 3:00 PM, where she was officially informed of the defendant's status and the charges against her.
The investigations against Balluk continue in the preliminary phase.
