It takes an Albanian citizen an average of 12 years to complete a judicial process at all levels of the justice system. Meanwhile, around 150,000 files continue to remain in the backlog in the country's courts, making delays the norm rather than the exception.
In the Court of Appeals alone, there are 56,990 files, scattered in basements, corridors and judges' offices. The images show overflowing shelves, overcrowded rooms and a system that has been unable to cope with the load for years.
According to data, each judge currently has an average of 1,804 files under review, a figure that illustrates not only the extreme overload of the judiciary, but also the crisis of delayed proceedings that affects thousands of citizens.
