
Emirton Suli, one of the officials of the National Agency for Public Procurement (NAPS), has revealed the mechanism for pre-scheduling tenders at this institution. According to him, all tender criteria were predetermined in advance.
In his testimony before SPAK prosecutors, he states that Daniel Shima had created an email address [email protected] from which all documents prepared for public procurement projects were sent to the working group's emails, and that this was done by him intentionally so as not to identify which subject was sending these emails and preparing these documents.
In one of the proceedings, witness Suli states that "it was previously understood that it was built in such a way as to benefit the company Image & Communication Development sh.pk, owned by Igli Gjelishti". In order to exclude companies from the competition, Daniel Shima, when he was deputy general director, had included the criterion of being equipped with a CSP (certificate issued by AKSIK) among the special criteria.
By adding this criterion, according to Suli, a large number of procedures were blocked.
Emirton Suli accuses Daniel Shima of collaborating with Gerond Meçe and Ermal Beqiri. “This criterion was not removed, since all economic operators had good relations with AKSHI and had this certificate,” says the witness. But after Shima was removed from office, ABS and Gerond Meçe did not renew their certificates, creating a legal artifice to keep them out of procurement procedures. Gerond Meçe, as results from the investigation conducted by SPAK, was kidnapped and forced to withdraw his complaints to the KPP for tenders.
Asked about the procurement procedure “Implementation of SMART laboratories”, Mr. Suli says that he was the head of the procurement unit and that the winner was predetermined, specifically the Albascan company, indicating that the predetermination was made by Gerond Meçe and Daniel Shima. He says that the criteria documents came to him ready from. AM, for whom the envelope came to the office with the nickname “Envelope for Alban”.
The witness further explains that the entire procurement system at AKSHI was coordinated by Daniel Shima, indicating that both the standard procurement documents and the invitations to economic operators came from him. He said that he had suspicions that these documents were prepared by private economic operators and were then given to members of the working groups to sign.
"No project was changed from what Shima brought, but they were approved as they were," he adds.
"The working groups always received the names of the economic operators to whom the request for bid would be addressed from Daniel Shima, in 99% of cases the responses came together in an envelope at the counter and in a few cases separately, explaining that this created suspicions that they were drafted by a single operator and that they fictitiously presented themselves as if there were several operators and that in this way the winners of the procedures were predetermined," he further explains.
The witness says that "since the secret procedures were not published, it was easier to manipulate them."
Meanwhile, in a testimony by Daniel Shimë himself in SPAK, published by VNA yesterday, the latter is reported to have told prosecutors that he made all the appointments on the orders of director Mirlinda Karçanaj. The latter has been taken as a defendant by SPAK and is under house arrest.
