The "Fusha" company is one of the winners of the Albanian Road Authority's lucrative tender for the aesthetic improvement of the Tirana-Durrës highway, where the most reasonable offers were disqualified from the competition.
The tender, worth around 13.7 million euros, aims to complete the works and green this road axis, specifically from "Shqiponja" square to the Limuthi underpass. The works expected to be carried out mainly consist of filling with vegetal soil, planting grass, planting shrubs and decorative trees, as well as installing an automatic irrigation system for the green areas.
According to the procedure documents, out of six companies that expressed interest in this competition, the ARA has disqualified three of them and has declared the winner the merger of the operators “FUSHA” & “UDHA” & “TAULANT”. This agreement was concluded with an offer of around 9.7 million euros, which results around 4.3 million euros less than the value of the limit fund.
However, questions about transparency increase when you see that the disqualified companies also include the joint venture of operators "IDK-KONSTRUKSION" & "ELMAZAJ KONSTRUKSION", which had submitted the best economic bid, a full 9.4 million lek less than the winner.
The disqualification of the cheapest bid once again exposes the well-known scheme of public tenders, where technical criteria are often used as a convenient "filter" to eliminate the best bids.
This procedure is also further evidence that the institution led by Ami Kozeli continues to supply tenders to companies whose owners are under investigation by SPAK. After the two Elbasan Bypass tenders that went to the companies of Pëllumb Salillari and Artan Sako, who are also subjects of investigation by the Special Prosecution Office, it was Shkëlqim Fusha's turn.
Shkëlqim Fusha's name has been officially included in SPAK's investigations in the file related to Tirana Mayor Erion Veliaj, where he is accused of "active corruption of high-ranking state officials". The Special Court has imposed the security measure "compulsory appearance" on him, while the investigations against him and his circle are related to suspicions of secret financial transactions and camouflage of benefits through non-governmental organizations linked to the mayor's wife.
On the other hand, the entity "Fusha" continues to rank first on the Open Data Albania list as the company that has benefited from the most public funds over the last 11 years.
