
Every citizen who requests to receive documents with electronic signatures, electronic seals, electronic certificates for fiscalization, as well as transactions on the government interaction platform (GG) in e-Albania will pay the corresponding fee.
The Council of Ministers, at yesterday's meeting, decided to make these services available for a fee and this decision will enter into force after publication in the Official Gazette.
Services in "e-Albania" that are paid for:
4,800 (four thousand eight hundred) lek, including VAT, for the electronic signature, with a validity period of 1 (one) year;
20 (twenty) lekë, including VAT, for the service of stamping documents with an electronic seal/per transaction;
4,000 (four thousand) lekë, including VAT, for electronic certificates for the fiscalization project, with a validity period of 1 (one) year;
15 (fifteen) lekë, including VAT, per transaction on the government interaction platform (GG).
The fees will also apply to Albanian and foreign citizens for documents with electronic signatures. This fee for citizens will be 2 thousand new lekë for one year.
According to the VKM, fees for certain services in 'e-Albania', fees for services requested online will be paid electronically on the government portal.
DECISION OF THE COUNCIL OF MINISTERS:
In accordance with Article 100 of the Constitution and point 2, Article 36, of Law No. 43/2023, “On Electronic Governance”, as amended, upon the proposal of the Prime Minister, the Council of Ministers
DECIDED:
1. Electronic services, in favor of public administration bodies and institutions, private entities and citizens, are provided by the National Information Society Agency, against the application of the relevant fees.
2. For public administration bodies and institutions, electronic services for electronic signature, electronic seal, electronic certificate for the fiscalization project, time stamp, transaction on the government interaction platform (GG) are provided by the National Information Society Agency, at a zero lek fee.
3. For private entities, electronic services for electronic signature, electronic seal, electronic certificate for the fiscalization project, transaction on the government interaction platform (GG) are provided by the National Information Society Agency with the following fees:
a) 4,800 (four thousand eight hundred) lek, including VAT, for the electronic signature, with a validity period of 1 (one) year;
b) 20 (twenty) lekë, including VAT, for the service of stamping documents with an electronic seal/per transaction;
c) 4,000 (four thousand) lekë, including VAT, for electronic certificates for the fiscalization project, with a validity period of 1 (one) year;
ç) 15 (fifteen) lekë, including VAT, for a transaction on the government interaction platform (GG).
4. For Albanian citizens and foreign citizens, the electronic signature service is offered by the National Agency for the Information Society, at a fee of 2,000 (two thousand) lekë, with a validity period of 1 (one) year.
5. For administration employees in self-financing public institutions, the electronic signature service is provided by the National Information Society Agency, at a fee of 4,800 (four thousand eight hundred) lek, with a validity period of 1 (one) year.
6. Payment of the fees set out in this decision is made at the moment of the online application for the performance of actions and procedures, through electronic payment on the government portal "e-Albania".
7. Payments of the fees, specified in letters “a” and “c”, of point 3, and of points 4 and 5, of this decision, are made upon receipt of any electronic service.
8. Payments of fees, specified in letters “b” and “ç”, of point 3, of this decision, are made periodically every month for the number of transactions carried out during that period on-line through the government portal “e-Albania”, and their execution is visible in real time.
9. The revenues generated are paid 100% into the state budget, in accordance with decision no. 432, dated 28.6.2006, of the Council of Ministers, “On the creation and administration of revenues generated by budgetary institutions”.
10. Decision no. 35, dated 22.1.2020, of the Council of Ministers, “On the approval of tariffs for electronic services of the National Information Society Agency”, is repealed.
11. The National Information Society Agency is charged with the implementation of this decision.
This decision enters into force upon publication in the "Official Gazette".
