All the main characters in the AKSHI dossier, who have so far benefited from public funds through pre-determining winners and inflating costs in tenders, were prepared, as of January 1, 2026, not to pay a single lek in taxes for the hundreds of millions of euros they continued to receive from the state budget.
Skyweb.al has revealed the scheme built for this purpose, which envisaged the formal transfer of activity to Durana Tech Park, through the creation of new companies with different names, but with the same owners and administrators behind the entities included in the AKSHI file.
The scheme is directly related to fiscal changes that came into effect in 2026. Following international pressure, the government was forced to remove the 5 percent profit tax privilege for information technology companies, restoring the standard rate.
At this stage, to avoid paying taxes, the technology parks mechanism was activated, provided for in the 2022 law, which guarantees total exemptions from profit tax, VAT, and payroll taxes for a period of 10–15 years.
The law prohibits the transfer of an existing activity to the park solely for fiscal benefit. However, it turns out that this obstacle was circumvented through the registration of new entities, while the real activity, key persons, and economic interests remained unchanged.
From the analysis of the list of companies registered in Durana Tech Park, it results that some of them are directly or indirectly linked to names investigated by SPAK in the AKSHI file.
In some cases, owners or administrators of new companies turn out to be the same people who manage or represent the entities at the center of NAKSHI tender investigations.

From reviewing the full list of entities registered in Durana Tech Park, it results that a significant portion of them are directly or indirectly related to Ergys Agas, Ermal Beqiri and their close circle.
According to the editorial team's verifications, in some cases the connections are documented through persons who appear as owners or administrators in new companies, but who simultaneously hold key roles in entities included in the AKSHI file.
One of the cases is the company KronoTech, registered in Durana Tech Park, which in documents results with the owner Arjola Koromanin. The same is also the administrator of the company Soft & Solution, the entity that is at the center of the investigation into the AKSHI tenders.
In another case, the company Test & Tech appears with owner Ergys Agasin and administrator Ina Ciko.
Ina Ciko is also the administrator of the company EA Solution, owned by Agas, also included in the AKSHI file.
Ciko has family ties to Elon Ciko, part of Ergys Agas's close circle and administrator of the company EA Logistic.
Meanwhile, Gëzim Hoxha, against whom SPAK has imposed security measures as part of the investigation into the AKSHI scandal and who is suspected of being part of the tender scheme, has registered two companies in Durana Tech Park, CyberMind and Box Artificial Logic.
On the other hand, Ermal Beqiri himself has also registered the company Data Storm in Durana Tech Park.
All of these entities were registered during the last months of 2025, at a time when the group involved was preparing to move the activity to Durana Tech Park, with the same actors, but through new companies, because the law prohibits the formal transfer of an existing activity.
Skyweb.al has consulted with lawyers who are familiar with the legislation on technology parks.
A source told the editorial office that SPAK should verify whether these companies have exercised real commercial activity during this period and analyze the agreements concluded between them and Durana Tech Park, to determine whether we are dealing with a well-organized tax avoidance scheme.
"If it is proven that there was commercial activity by entities linked to the names in the AKSHI file, but registered with new companies and with the same shareholders, then the issue becomes very serious for Durana Tech Park, as we have a direct violation of the law and this must be verified by SPAK," a source said.
