The Democratic Party Parliamentary Group has submitted a request for urgent interpellation with the Minister of Interior, Besfort Lamallari, emphasizing the high level of corruption and organized crime infiltration within the ranks of the State Police.
According to the document provided by VNA, this request is based on the alarming findings of international reports and media investigations that speak of a systemic problem of integrity within security structures.
The DP MPs refer to the European Commission's 2025 Report, which states that the State Police remains "deeply exposed to corruption" and that the police vetting process has had a limited impact so far. It also mentions the "culture of silence" within institutions, where employees do not report violations by colleagues due to fear of retaliation.
Concrete points of concern listed by DP deputies:
In their request, the opposition MPs list a number of concrete concerns related to the violation of public security and trust:
High criminal infiltration: Referring to data from 2024, around 163 police officers were arrested for various violations, while at the end of 2023 around 70 officers were under investigation by SPAK for links to organized crime.
Involvement of senior executives: Decryption of the "Sky ECC" and "EncroChat" applications has revealed connections of senior officers, such as the case of former executives Oltion Bistri and Henerigert Mitri, accused of leaking information and facilitating criminal activities, including cannabis cultivation.
Police presence in criminal events: Deputies mention the assassination attempt in Rinas against Gilmando Dani as a shocking case, where an employee of the Police Supervision Agency (AMP), who was in the company of the victim, was also injured.
Decontaminating operations: There are serious suspicions that police officers have provided information about the targets of criminal groups and have warned about law enforcement checks.
Vetting and recruitment failure: Cases of falsification of background verification documents to enable the employment of individuals with criminal records in structures such as AMP have been documented.
Intimidation of journalists: The EC report highlights cases of intimidation and threats against investigative journalists by state officials and police officers.
Through this interpellation, which will be carried out by MP Klevis Balliu, the opposition requests explanations from Minister Lamallari on concrete measures to prevent criminal infiltration, the results so far of the integrity verification process and the hierarchical responsibility for the appointments of individuals with criminal connections. According to the DP, these developments have seriously undermined the credibility of the Albanian state in the face of international partners.
