Former deputy director of the National Agency for the Information Society Daniel Shima, who mysteriously disappeared for 10 hours a few months ago, explained to SPAK during questioning the scandals that occurred within the institution and the way in which the winners of tenders were predetermined, while the procedures for recruiting employees were fictitious, as the names were predetermined by his superior Mirlinda Karçanaj and businessman Ermal Beqiri.
In the file that VNA has read, Daniel Shima stated that Mirlinda Karçanaj informed him that Ermal Beqiri had proposed at various times to employ people known to him at AKSHI. Shima explains that the employments took place while he was deputy director, explaining that, despite the procedure being formally carried out, the names were previously decided by Mirlinda Karçanaj and Ermal Beqiri, explaining that the intention was clearly for Beqiri's known people to be employed at AKSHI for reasons that would favor the interests of this entity in procurement procedures at AKSHI," the documents state.
Regarding the tenders, Shima explains that everything was decided by Karçanaj,
"Regarding the procurement procedure for adding functionalities for managing and reporting cyber incidents, Daniel Shima stated that Karçanaj informed him that Ermal Beqiri would participate in this procedure, implying that she had coordinated with Beqiri for him to be declared the winner. He explains that this is the reason that Fastech sh.pk did not submit complete documents as a competitor, since in fact it turns out that it meets the criteria, having won procurement procedures in other cases as well.
He explains that all this was done to favor Ermal Beqiri's company, adding that "his suspicions are that the ICOM company was also fictitiously entered into the competition, only to fictitiously increase the participation of economic operators," the file states.
Shima recounts, among other things, that in the procurement procedure "For the improvement of the E-Akter system, Karçanaj told him that he had guided Ermal Beqiri to win this procurement procedure and that Beqiri would guide the other company, Fastech sh.pk of Andis Papa to enter the competition but with a higher offer, which means that the participation of this company was fictitious. Daniel Shima emphasizes that he has known Ermal Beqiri since the time when he worked in IT at ASHK and later when he participated in procurement procedures at AKSHI, indicating that he told him that he would be declared the winner in these procedures, since he received the guidance from Mirlinda Karçanaj in advance. According to him, this is what happened in reality. After the procurement procedures were carried out, Beqiri won through several companies that he competed with, ranking Soft & Solution, Fastech sh.pk and Horizon sh.pk
"Ermal Beqiri met Mirlinda Karçanaj in her office at AKSHI. Karçanaj confirmed to me the predetermination of the winner of the procurement, specifically Ermal Beqiri. One of these cases is the procurement "Improvement of the ASHK system", a procedure which Ermal Beqiraj won through the company Fastech sh.pk", Shima further says.
Daniel Shima is considered a key witness for the prosecution due to his position as deputy director. SPAK declared in late 2025 that it had uncovered a criminal group within AKSHI led by Ergys Agasi and Ermal Beqiri, for whom it signed an arrest warrant. Both are on the run, while former AKSHI director Karçanaj is under house arrest.
