Democrats claim that the proposed changes violate the autonomy of local government and require the engagement of citizens in areas where the merger of municipalities is envisaged.
The instruction foresees the holding of urgent meetings with democratic advisors at the local level, as well as the drafting of a coordinated strategy for opposing the reform.
