According to a parliamentary document obtained by VNA, the Chairman of the Committee on Civic Initiatives, Cooperation and Institutional Oversight, Fatmir Xhafaj, has drawn up the work calendar for the period September-October 2026. The plan foresees a very busy agenda with 20 meetings, hearings and field inspections, through which the heads of the main government departments and justice institutions are intended to be brought into line and held accountable. However, behind this procedural zeal lies a great inertia: the most critical and sensitive issue, that of physical security in the courts, has been left without any deadline.
Government and agencies "in line" from September to October
The document obtained by VNA shows that the hearing round begins on September 14. This oversight campaign includes important executive agencies such as the National Cyber Security Authority, the Confiscated Property Administration Agency, IdentiTEK, the Public Procurement Agency, Taxes, Customs, and the General Directorate of Prisons.
The agenda continues at the end of September with direct field inspections (Pogradec, Qafë Thanë, IEVP Peqin) and culminates in October with long hearings for post-legislative control. Almost all the main ministries (Education, Health, Internal Affairs, Defense, Justice, Finance, Infrastructure) have been called to report before the Xhafaj Commission, as well as the heads of independent institutions of the justice system such as the Supreme Court of Justice, the Supreme Court of Justice and the Supreme Court of Justice.
Many words, but the solution is left without a date.
More than a year after the tragic event where Judge Astrit Kalaja was executed inside the courtroom — a shocking event that exposed the extreme vulnerability of the judiciary — the parliamentary committee was expected to offer concrete legal and infrastructural solutions.
But, according to the official calendar, the 20th and final item on the agenda bears the title:
"Joint tripartite roundtable within the framework of the KLGJ request 'On security in the courts'".
What immediately stands out in the document obtained by VNA is that, while every other meeting has a clearly defined date from September 14 to October 19, this point — which represents the most vital concern for the lives of judges — has no set date.
Xhafaj started this process with great inspection zeal, extending the verifications from the administration offices to the deputies who appeared in the courts and the prosecutor's office, measuring the condition of the buildings with the eyes of a security expert. However, when it comes to taking responsibility to offer real solutions for security in the judicial system, the commission seems not to be ready to move from words to deeds.
Leaving the request of the High Judicial Council without any deadline and at the end of the calendar raises assumptions that the security of judges continues to be treated as a secondary issue. The document obtained by VNA proves that, despite the busy calendar with 20 meetings, the solution for security in the courts remains suspended and left to the mercy of fate.
