At the last meeting of the Council of Ministers, the Albanian government passed a fund of 700 million lek (about 7 million euros), to be used in the form of initial capital for the company "Albanian Digital Solution", sh.a., with NIPT M61615021U.
According to the decision, the fund defined in point 1 of this decision is covered by the approved budget for the National Information Society Agency, for the year 2026, under the item "Capital Expenditures".
“Albanian Digital Solution” sh.a. is a state-owned joint-stock company, created by AKSHI, with AKSHI itself as the sole shareholder. According to the Central Bank of Albania, the company was established on April 14, 2026, has a charter capital of 700 million lek, administrator Saimir Kapllani and the main object is the development, operation, maintenance and technical support of digital systems, platforms and services.
The main legal reference is Law No. 43/2023 “On Electronic Governance”, which regulates the creation, development and management of information systems and electronic services in Albania.
“Albanian Digital Solution” is a structure that stems directly from the legal framework established by Law No. 43/2023 “On Electronic Governance” and its subsequent amendments. This law determines the organization, functioning and development of information systems and electronic services in the Republic of Albania, establishing the National Agency for the Information Society (NAISA) as the central authority responsible for their coordination, standardization and security.
Through recent amendments to this law, it is envisaged that the National Agency for Information and Communication Technology will have the right to create or participate in special information and communication technology companies, which will serve as operational structures for the development, maintenance and administration of digital systems and platforms. These entities are known as ICT operating companies and represent a functional separation between the strategic role of the state and the technical implementation of digital projects.
“Albanian Digital Solution” is taking over the rights as an operational instrument of the state to manage in a more specialized and flexible way the development of public digital infrastructure. While the ANA retains responsibility for policies, standards and institutional control, the company is taking over technical functions, such as building systems, maintaining them, and providing digital services to public institutions.
Its creation comes at a time when AKSHI has been involved in a wave of scandals, as SPAK investigations have uncovered suspected schemes of abuse of public funds, favoritism in tenders, and irregularities in contracts for digital services and infrastructure.
According to the developments made public, these investigations have focused on the manner of procurement of systems and platforms, as well as on relations with private operators in the information technology sector.
Meanwhile, the public and especially businesses have encountered numerous difficulties in recent months in accessing public services provided by E-Albania, a government platform managed by AKSHI./Monitor.al/
