The licensing of Jet Bank could have been presented simply as a step towards Albania’s financial modernization. A new, fully digital bank, in a market where no new player had entered for years, at first glance seems like positive news. But instead of generating only enthusiasm for innovation, this case generated questions, doubts and a debate that goes beyond the bank itself.
Essentially, Jet Bank is no longer just a banking story. It is an institutional test. It is proof of how seriously Albania takes financial transparency as it seeks to move closer to the European Union.
A bank is not an ordinary business. It does not just sell services, applications or cards. It goes to the heart of the circulation of money, deposits, payments and public trust. Therefore, when a new bank is licensed, especially a 100% digital bank, the question is not only whether the procedure has been followed on paper. The question is whether the control has been so deep, so transparent and so convincing as to leave no room for doubt.
Here lies the main problem. Albania no longer has the luxury of behaving like a country where a formal decision is enough to close any debate. An EU candidate country must prove that it knows how to control capital, identify real owners, verify the source of money and guarantee that the banking system does not become a gateway for unclear interests.
Jet Bank’s ownership structure is precisely where the debate becomes serious. The presence of foreign subsidiaries, holding companies and indirect shareholders is not in itself a violation. In the global economy, such structures are common. But in the banking sector they cannot be treated as a technical detail. The more complex the ownership, the more necessary transparency becomes.
The public has the right to know who the beneficial owner is, who exercises real control, where the capital comes from, what history the managers have, and what guarantees the regulator has received about the integrity of the persons involved.
Ultimately, Jet Bank is our litmus test for European integration. The European Union measures us not only by the laws we write, but by how we implement them. If Albania wants to speak the language of the EU, it must also speak the language of transparency.
Financial innovation without institutional integrity is simply a modern facade over an old structure of suspicion. For Jet Bank to be a success story, full light must be shed on the facts.
On the contrary, even without a proven violation, the institutional damage remains. And for a country seeking to join the European Union, the fog is no longer a luxury it can afford.
