Public institutions in Albania spent around 377.6 million lek, or approximately 3.8 million euros, on international air transport tickets during 2025, according to data from the annual report of the Public Procurement Agency.
The figure marks an increase of 8.66% compared to 2024, while the total value of procedures completed with winners for the purchase of airline tickets was 347.5 million lek.
The increase in the fund comes in parallel with the expansion of the number of procurements, through the dynamic system of purchasing international air transport tickets.
In 2025, the total number of procedures reached 3,134, up from 2,856 in 2024, marking an increase of 9.74%. Meanwhile, procedures concluded with winners increased to 2,847, up from 2,592 the previous year, or 9.84% more.
The dynamic purchasing system is used by contracting authorities as a simplified mechanism for securing international airline tickets for official travel.
It is open to all economic operators registered in the electronic procurement system and with activities related to international air transport. According to the report, ticket procedures account for about 14.5% of the total procedures concluded with winners during the period January-December 2025.
However, their financial weight remains limited, accounting for only about 0.3% of the total public procurement fund for the same period. The report also notes cancellations in this category for various reasons, where in 2025 there were 286 procedures.
About 41% of canceled procedures are related to errors or deficiencies in the tender documents.
Another 36% of cancellations result from the lack of suitable offers on the market. The remainder is due to reasons such as unforeseen circumstances, complaints from economic operators or lack of demand from contracting authorities.
Ticket purchases belong to the group of low-value purchases and, according to APP, this category in 2025 marked 12,450 procedures with winners, decreasing compared to 2024./ Monitor
