Chief Prosecutor Olsian Çela, during his report to the Parliament, emphasized that the current Criminal Code in Albania is quite harsh and that prison cannot be the only solution to society's problems.
He stated that criminal cases are complex and that efforts solely to toughen prison sentences go against the principle of humanity.
"The code we have is sufficient and some of the proposals we have reviewed confirm this. We do not see the need for additional severity, because prison cannot be the only solution to social problems," said Çela.
He added that the right approach is a combination of law enforcement with the values of humanity, trying to achieve a balance between justice and respect for the human person.
