On Thursday, the Assembly will approve, among other things, changes to the Assembly's regulations, an act that was initially unilaterally amended only by the Socialist Party, but was returned to the table by a decision of the Constitutional Court.
This time, the socialists, more under the shadow of observers from Brussels than for the sake of the Constitution, have decided to try their best for the most consensual product possible.
But the duels or battles are in two directions: one to satisfy the opposition and two, to calm the internal waves of influences in the SP.
Let's take them in turn.
Dialogue with the opposition. The SP and the DP are working together in the Council for Regulation on a joint document. This comes in the climate when last week, the two parties suddenly agreed on a joint resolution on integration, from which the government appeared the happiest.
Regarding the rules of procedure, the DP has brought its proposals. It demands that plenary sessions not continue beyond 10 pm, while the SP is resisting, insisting in exchange that the opposition accept that speeches in the session should not exceed 5 minutes.
On the other hand, a difficult point of agreement remains the exclusion of deputies. The DP wants the ethics commission to have 6 members (3 SP and 3 DP) so that the parties have equal weapons, unlike now, when the commission has 5 members and 3 SP.
The battle between the socialists. The powers of the commission led by Fatmir Xhafaj have once again brought to the surface the camps between the socialists. As a triangle in front of Edi Rama, Taulant Balla, Niko Peleshi and Ulsi Manja are placed.
The thorny issues between them in recent days have also been public, where they have not been contained in plenary sessions or parliamentary committees.
Taulant Balla's draft for the Assembly's regulations gave Xhafaj the authority to hear the heads of independent institutions and to control the implementation of the Assembly's recommendations.
Ulsi Manja objects, seeking to limit Xhafaj only to subsequent control, and distributing the annual reporting of independent institutions, according to the responsible parliamentary committees.
Not only that, Manja also opposes Balla, who seeks to establish in the Assembly's Rules of Procedure that the heads of independent institutions report only to the Committees, and not to the plenary session.
At this point, Manja raises the Constitution, which provides that independent institutions report to the plenary session.
Therefore, Thursday's session will be a test of the unexpected love between the left and the right, but also a good gauge of whose side Edi Rama will stand on in the socialist triangle.
