
The Ministry of Economy, Culture and Innovation (MEKI) has officially reacted today to the claims raised by the company "Fokus Media News", which has declared that it owns a lease contract valid until 2033 on a state property.
In a press release, MEKI explains that the company's claim is related to another asset, different and without any legal or factual connection with the property that was transferred to the state-owned company "KAYO" sh.a. by decision of the Council of Ministers no. 158, dated 12.3.2025.
According to the Ministry, the property for which “Fokus Media News” claims to have the right to use is a plot of land with an area of 13,922 m², in cadastral zone no. 8170, near the former Vehicle Spare Parts Factory in Shkozë. This property is the subject of another lease contract, concluded in 2013 and amended in 2016, between the Ministry and the company “Panorama Group” sh.a., with a term until 2033.
Meanwhile, the former property of "KAYO jsc" was previously under a lease contract concluded in 2002, with a term until 2022, and has been the subject of final court decisions in which the company "Fokus Media News" was a party.
"The contract claimed to be valid until 2033 belongs to a different property, with different numbers and boundaries. Any attempt to present these assets as the same is pure disinformation," the statement said, emphasizing that this misinformation is unjustifiable, regardless of possible material interests.
The Ministry emphasizes that the property in question is registered as a separate property unit and has no connection to other lease contracts. It reaffirms that the actions to take actual possession of the property are in full compliance with the law and court decisions.
"There are two properties, two completely different contracts, and no element of the 2013 contract has any impact on the validity of the court decisions requiring the release of the property belonging to 'KAYO' sh.a.," the statement concludes.
MEKI underlines that it remains open to any further clarification in the interest of transparency and accurate information to the public.
