Within a relatively short period, Israeli interests have gained ground in two sectors particularly sensitive to the Albanian state: data infrastructure and defense. On the one hand, there is a data center with an estimated investment of around 100 million euros, where Israeli media reports that an unidentified Albanian government institution is among the first customers. On the other hand, Israeli companies and Israeli businessmen have appeared in some of the new projects of the Albanian defense industry.
The most interesting details are not only found in the Albanian government's announcements. Some of them have been made public by Israeli business media and by the companies involved themselves.
On February 3, 2026, the Israeli business newspaper Globes reported that Albania Data Center (ADC) had been selected to build a large data center in the TEDA area near Tirana.
According to Globes, the investment amounts to around 100 million euros, with an initial capacity of 32 MW and the possibility of expansion up to 100 MW.
Israeli media reported that 80% of ADC is controlled by Happy Technologies, an Israeli technology and cyber company, while 20% is controlled by DIT, a consulting company in the data center sector.
But the most sensitive part of the reporting is related to the project's relationship with the Albanian state.
According to Globes, the center will be built on 18 acres of state land, with the possibility of expanding by another 13 acres, while the permit for the project was obtained within about 60 days.
The Israeli newspaper also reported that among ADC's first three clients were Infosoft, a German data storage company, and an Albanian government client, whose identity was kept confidential.
This is also the element that remains without a public answer: which Albanian institution is the client of ADC and what data will be administered in this infrastructure?
Globes linked the project to a broader technological relationship between the two countries, intensified after Iranian cyberattacks on Albania in 2022.
But developments are not limited to data.
In the same report, Globes wrote that Elbit Systems had signed an agreement to supply the Albanian army with artillery systems and drones.
The full value and content of this agreement have not been made public by the Albanian authorities in the same level of detail, so information about the artillery and drones is based on Israeli media reporting.
Elbi's relationship with the Albanian state, however, is officially documented in another project.

Vetë Elbit ka dhënë më vonë detaje që shkojnë përtej njoftimit shqiptar. Kompania e përshkruan projektin e Shqipërisë si një “fully integrated training solution”: Elbit nuk do të sigurojë vetëm helikopterët Bell 505, simulatorin dhe sistemet mbështetëse, por edhe instruktorët e fluturimit.
Programi është konceptuar që të mund të zgjerohet.
Në një publikim mbi programet e saj të trajnimit ushtarak, një drejtues i Elbit e përmbledh qëllimin e tyre në një fjali: “We are not building a flight school for fun. We do it to support an air force.”
Por Elbit nuk është e vetmja lidhje izraelite që shfaqet në industrinë e re shqiptare të mbrojtjes.
Ron Yeffet dhe hyrja në kompanitë e përbashkëta me KAYO
Një tjetër emër që shfaqet vazhdimisht është biznesmeni izraelito-amerikan Ron Yeffet, i cili prej vitesh ka kontakte në nivelet e larta politike në Shqipëri.
Lidhja e tij me industrinë e mbrojtjes është tashmë konkrete.
Më 17 qershor 2025, sipas dokumentacionit të cituar në kërkesën parlamentare për interpelancë mbi KAYO, Yeffet bleu 49% të TIMAK. Pak javë më vonë u krijua Timak Defence, me 80% të kapitalit në pronësi të TIMAK dhe 20% të KAYO-s shtetërore.
Në një tjetër shoqëri të krijuar në sektorin e mbrojtjes, Advanced Arms Technology, struktura është përsëri 80% private dhe 20% KAYO. Në këtë rast 80% mbahet nga UNO18, kompani ku Ron Yeffet rezulton pronar.
Objekti i Advanced Arms Technology është veçanërisht sensitiv: prodhimi, montimi dhe tregtimi i armëve të zjarrit të kalibrave të vegjël dhe të mesëm dhe dronëve për përdorim ushtarak, për Forcat e Armatosura, strukturat e sigurisë dhe klientë të tjerë vendas ose ndërkombëtarë.
Këto të dhëna janë përfshirë edhe në kërkesën e shtatë deputetëve të opozitës për interpelancë urgjente me ministrin e Mbrojtjes, të cilët kërkuan transparencë për mënyrën e përzgjedhjes së partnerëve privatë të KAYO-s dhe faktin se kompania shtetërore zotëron vetëm 20% në disa prej sipërmarrjeve të përbashkëta.
Por prania e Yeffet në Shqipëri nuk është vetëm korporative.
Më 7 korrik 2026, ai u fotografua në Tiranë në një drekë private me ish-zëvendëskryeministren dhe ish-ministren e Infrastrukturës dhe Energjisë Belinda Balluku. Fotografitë e takimit u publikuan nga mediat shqiptare. Nuk ka informacion publik mbi arsyen e drekës apo temat e diskutuara.
Takimi merr rëndësi për shkak të kohës kur zhvillohet: Yeffet tashmë kishte interesa konkrete në kompanitë që operojnë në industrinë shqiptare të mbrojtjes.
Edhe marrëdhënia e tij me kryeministrin Edi Rama del në një tjetër burim, këtë herë nga një proces gjyqësor amerikan.
According to documents from a civil lawsuit filed on March 6, 2026 in Miami-Dade County Court in Florida, published by Albanian media, American investor Mark Faist claims that Yeffet had convinced him to invest millions of dollars by creating the impression of his great financial power and access to the highest political levels.
The lawsuit's claims specifically mention Albania.
According to the plaintiff, Yeffet had organized trips to Albania and meetings with Prime Minister Edi Rama and other Albanian officials, using these contacts, according to Faist's claim, to strengthen his credibility as a businessman with political access.
These are allegations in a civil proceeding and do not constitute judicial findings against Yeffet.
But the documents add an important element to the businessman's Albanian history: his closeness and meetings with Albanian political leaders are not just a media label, but are also mentioned in documents from an American court process as part of the way Yeffet presented his international position.
This makes transparency about how he entered the Albanian defense industry even more important.
There is no evidence that Ron Yeffet is connected to ADC or the data center project. There is also no evidence that he represents Elbit Systems. These are different lines of Israeli presence and should be treated as such.
But in the same period they end up in two areas of direct importance to national security.
On the one hand, a data center worth around 100 million euros, mostly Israeli-owned, built on state land and where Globes reports that an Albanian government client remains anonymous.
On the other hand, Elbit Systems in building military aviation capacities and Ron Yeffet as a private investor in joint ventures with KAYO for military vehicles, weapons and drones.
The questions for the Albanian state are therefore concrete: who is the government client of the data center and what data will it administer? What are the full contracts with Elbit Systems? By what procedure were KAYO's private partners selected and what real control does the state retain when it owns only 20% of some of the joint companies?
And in the case of Ron Yeffet, the question is even more direct: what role did his relationships and access to Albania's top political leaders play in his entry into one of the most sensitive sectors of the state?
