
A tender worth around 6 million euros for the purchase of orthopedic implants for the University Trauma Hospital has brought to the attention of the company "LAYO" shpk, an entity that was previously owned by Socialist Party MP Vasil Llajo.
The procedure was developed by the Centralized Purchasing Operator, led by Joanid Myzyri, and had as its object the supply of orthopedic implants for the Orthopedics Service at the University Trauma Hospital, for a period of 24 months.

The tender limit fund was 575.2 million lek, while the winner was announced as the company "LAYO" shpk, with the supporting entity "MEDICAMENTA" shpk.
Three companies participated in the competition. “LAYO”'s offer was 567.1 million lekë, or about 98.6% of the limit fund. But what is striking is the very small difference between the offers submitted by the participating companies.
“OrthoNet 360” had offered 567.3 million lek, while “TRIMED” offered 568.3 million lek. These minimal differences between the offers have raised questions about the level of competition in this procedure.

Just three days later, the Centralized Purchasing Operator awarded another contract to the company “LAYO”. This is a procedure aimed at purchasing medical equipment and materials used for the treatment of bones, fractures and other orthopedic injuries for the Shkodra Regional Hospital.

The tender fund limit was 398 million old lek, or about 412 thousand euros. Four companies had expressed interest in the competition. Two of the economic operators were disqualified during the procedure, while the company “LAYO” was declared the winner, with a bid of 355 million old lek.
Among the disqualified companies was "Albadent Group", which had submitted a bid of 336 million old lek, about 19 million lek lower than the winning company's bid.
However, its offer was not taken into consideration, as it was disqualified for not meeting the criteria set out in the tender documents by the Centralised Purchasing Operator, the institution headed by Jonaid Myzyri.
Another element that attracts attention is the ownership history of the "LAYO" company.
According to data at the National Business Center, "LAYO" was founded by Vasil Llajo and was owned by him until 2025.
Documents show that Llajo sold the company about a month after being elected MP in the Vlora district. He transferred 100% of the shares to citizen Argita Bojaxhiu, for the sum of 150 million lek.
But the company's story doesn't end there.
Më 16 tetor 2025, Bojaxhiu ia ka shitur aksionet tre personave të tjerë, të cilët sot rezultojnë pronarët e kompanisë. Bëhet fjalë për Ani Hasën me 50% të aksioneve, Rudina Karallin me 25% dhe Genc Kuranin me 25%.
Një detaj tjetër që bie në sy është se Ani Hasa nuk është një emër i ri për kompaninë. Sipas dokumenteve të QKB-së, ajo ka mbajtur më herët postin e administratores së “LAYO”, në kohën kur kompania ishte ende në pronësi të Vasil Llajos. Ajo u emërua administratore në mars të vitit 2023 dhe qëndroi në këtë detyrë deri në nëntor të vitit 2024.
Një vit më pas, ajo u bë pronare me 50% të aksioneve të kompanisë.
Ky zhvillim ngre pikëpyetje nëse kemi të bëjmë me një ndryshim të zakonshëm pronësie apo nëse ekzistojnë lidhje të tjera që duhet të verifikohen nga institucionet përgjegjëse.
I njëjti model edhe me kompaninë “SWISSMED”?
Një situatë e ngjashme lidhet edhe me një tjetër kompani që më herët ka qenë në pronësi të Vasil Llajos, “SËISSMED”. Në korrik të vitit 2025, dy muaj pasi mori mandatin e deputetit, Llajo ia ka shitur edhe këtë kompani Argita Bojaxhiut.
Pas ndryshimit të pronësisë, kompania ka vijuar të marrë kontrata publike në sektorin e shëndetësisë.
Në dhjetor të vitit 2025, “SWISSMED” u shpall fituese nga Operatori i Blerjeve të Përqendruara në një tender për blerjen e kiteve dhe reagentëve për Qendrën Shëndetësore Kamëz. Procedura kishte fond limit rreth 17 mijë euro dhe kompania rezultoi fituese pa konkurrencë, pasi ishte e vetmja ofertë e vlefshme.


Ndërkohë, në shkurt të vitit 2026, “SWISSMED” u shpall fituese edhe në një tjetër tender të zhvilluar ga i njëjti institucion, me vlerë rreth 839 milionë lekë të vjetra.
Objekti i tenderit ishte blerja e reagentëve dhe materialeve mjekësore për analizat e gazrave në gjak. Në këtë procedurë, “SWISSMED” ofroi 71.4 milionë lekë.

Megjithatë, në garë kishte edhe kompani me oferta më të ulëta. Një prej tyre ishte “MEDFAU”, e cila kishte ofruar rreth 90 mijë euro më pak, por u skualifikua për shkak të kritereve teknike.
Pas ankimimit në Komisionin e Prokurimit Publik, ky institucion konstatoi problematika në procedurë dhe kërkoi rishqyrtimin e ofertave. Në fund, pas vendimmarrjes së KPP-së, tenderi nuk mbeti te “SWISSMED”, por iu dha kompanisë “MEDFAU”.

Këto raste tregojnë një besueshmëri të lartë që drejtuesit e Operatorit të Blerjeve të Përqendruara, si ish-drejtoresha Arlinda Pogaj ashtu edhe drejtuesi i tanishëm Jonaid Myzyri, kanë pasur ndaj kompanive në fjalë.
Megjithatë, transferimi i pronësisë së kompanive “LAYO” dhe “SWISSMED” menjëherë pas marrjes së mandatit të deputetit nga Vasil Llajo ka ngritur disa pikëpyetje.
Si shpjegohet që Vasil Llajo që kishte krijuar disa kompani që për vite me radhë marrin kontrata publike miliona euroshe, vendosi të largohej nga pronësia e tyre menjëherë pasi mori mandatin e deputetit për një rrogë që nuk shkon më shumë se 6 mijë euro?
Why did both companies initially pass to the same person, Argita Bojaxhiu, and then one of them, "LAYO", ended up in the ownership of Ani Hasa, who had previously held the position of administrator of this company?
Are we dealing with just a formal change of ownership or are there other connections that could indicate that real control over the companies has remained unchanged?
Could this be a mechanism to avoid conflict of interest law while companies continue to receive public funds?
These are issues that require verification and clarification by the competent institutions.
Meanwhile, the fact is that companies previously associated with Vasil Llajo have benefited from public contracts in the health sector. During the pandemic, his other company, "Intermedica Center", has also benefited from contracts with significant values for anti-COVID testing and laboratory materials.
