These figures are part of the annual report of the High Judicial Council, provided by VNA.
And this data only refers to the files that the courts have inventoried, as others may still be in filing cabinets.
Since the figures do not include the courts of first instance.
"The courts have continued the process of inventorying backlogged cases. Up to this stage, 27,444 cases have been inventoried in the Court of Appeal of General Jurisdiction, while 19,444 cases have been inventoried in the Administrative Court of Appeal. The inventory process also continues in the Court of First Instance of General Jurisdiction of Tirana and the Administrative Court of First Instance of Tirana, with the aim of achieving the respective objectives of 38,000, 23,000, 20,000 and 8,000 inventoried cases by December 2026, " the KLGJ report states.
In order to accelerate the review and reduce the stock, the Court of Appeal of General Jurisdiction and the Administrative Court of Appeal have adopted decisions to create lists of priority case groups, which have been forwarded to the rapporteur judges for priority review.
"Meanwhile, the first instance courts of general and administrative jurisdiction in Tirana are also in the process of drafting and approving lists of group cases ," the report states, among other things.
