Trump is trying to encourage direct talks between Zelensky and Putin to end the war in Ukraine, but the Kremlin has rejected these efforts and has refused to meet with the Ukrainian president in third places.
Zelensky says he is ready for a meeting with Putin and several neutral locations have been discussed as possibilities, but the arrest warrant for Putin from the Court.
The International Criminal Court makes it difficult to organize a meeting. Some countries, such as Switzerland and Austria, have expressed a willingness to not arrest Putin if such a meeting could bring peace.
