
With the start of the new school year 2025-2026, the State Police has presented a plan of measures to increase security in and around school premises. The Director of Public Order, Agron Çeli, announced that there will be an increased presence of traffic police and general patrols near educational institutions.
The measures include control of vehicles transporting students, daily communication with school principals, and immediate intervention to prevent any danger or criminal incident.

Director of the Public Order Directorate, Head Agron Çeli, statement to the media on measures taken, with the aim of guaranteeing public order and safety in public and non-public educational institutions, on the occasion of the beginning of the 2025-2026 school year and beyond.
Greetings and thank you for your presence today, to inform citizens and parents about the measures taken by the State Police, in cooperation with other actors charged by law with school safety.
In order to take measures to guarantee public order and safety, prevent criminal incidents, road accidents in and around schools, on the first day of the new school year, on September 8, 2025, and continuously throughout the school year, the General Director of the State Police, Director Madhor Ilir Proda, in support of the law "On the State Police" and the State Police regulation, approved by the Council of Ministers, as well as in fulfillment of the tasks set out in the School Safety Package, has issued a special order, in implementation of which a detailed plan of measures with concrete tasks was drafted for all Police structures engaged in school safety.
For the implementation of this plan, actions will be coordinated with the municipal police, school security officers, school principals, student governments, parent boards, as well as with the National Agency for Education.
Meanwhile, the heads of local directorates, police stations and police stations, in implementation of the tasks set out in the order of the Director General, drafted measures plans for territorial control services with concrete tasks to be carried out by Police employees who will be charged with services to guarantee public order and security in 9-year schools, secondary schools and higher education institutions when the new academic year begins.
Police Stations and Police Stations, for the schools under their jurisdiction, will ensure police presence with territory control services, with Police Assistants/specialists in the areas, Community Policing employees, General Patrol services, the "Eagle" Special Force, Traffic Police and Criminal Police, by planning, organizing and carrying out services in cooperation with the Municipal Police in the vicinity of educational institutions, especially during the start and end of school hours, during the long break or during the change of shifts in schools.
The Traffic Police will have an increased presence on road axes, especially near schools located near main roads, both at the beginning and at the end of the learning process. Continuous and rigorous checks will be carried out on drivers of vehicles transporting students, including alcohol tests, technical inspection of vehicles and enforcement of student transportation rules.
Police assistants/specialists in the areas and Community Policing employees will maintain daily contact with school principals and school security officers, and will be on full alert 24/7, to coordinate actions, with the aim of preventing the penetration of negative phenomena into schools, as well as for immediate intervention to prevent any criminal activity that violates the safety of students.
The structures under the Criminal Police Department and local Police directorates will intensify their work in obtaining information that incites possible criminal activity both inside and outside educational institutions, identifying and punishing persons with these tendencies, in order to prevent serious criminal events that violate the security and normal functioning of activities in these institutions.
Within the framework of the School Safety Package and the New Action Program of the Ministry of Education, State Police structures throughout the country will cooperate with the Ministry of Education, Health, the National Agency for National Education, local government, psychologists and social workers in schools.
We will continue to cooperate with the leaders of public and non-public educational institutions, as well as local governments, to define joint tasks and measures to increase the level of public safety in teaching environments, by defining measures for:
-Determining the security perimeter in schools of all levels.
-Restricting or prohibiting the parking, standing and movement of vehicles on certain road segments near schools.
-Installation of the relevant vertical and horizontal signage necessary to regulate the movement of vehicles and pedestrians.
In cooperation with the State Health Inspectorate, the National Institute of Health and the local government, work will be done to close or remove commercial premises and mobile sales points that sell alcoholic beverages and expired food products near schools, which often serve as gathering points for citizens with criminal records, users of alcoholic beverages and narcotics, as well as a source of danger for public order disruption or other violent actions against teaching staff and school students.
Providing and exchanging information with teaching staff and school security officers about students who may be carrying illegal items and, based on this, conducting checks at entrance gates by school security personnel and security officers, in the presence of teachers and under the supervision of police officers.
Local Police structures will evaluate any information related to the disruption of public order and the commission of any criminal activity in these institutions, as well as conflicts or disagreements that students may have within the school, the phenomenon of bullying, as well as disagreements that they may have with other citizens outside of educational institutions, in order to take the necessary measures to prevent criminal offenses, as well as to identify, apprehend and hold the perpetrators legally accountable.
In cases of false notifications that cause panic among students and teaching staff, specialized structures of the State Police, in cooperation with prosecutors, will work to detect, identify the callers and hold them legally accountable.
The heads of the structures for large-scale crimes, public order and the Traffic Police, in cooperation with educational institutions and non-governmental organizations that focus on educational institutions, will organize and develop joint activities with the teacher-student collective of 9-year schools and high schools, both in Police and school premises, for the recognition and implementation of road traffic rules in urban centers, for safety and cooperation with the Police, the consequences of the use of narcotics, for the dangers of keeping cold weapons and firearms in homes or by young people and the risk of cybercrime, etc.
At the same time, in implementation of the School Drug, Tobacco and Alcohol Reduction Program (SCPA), community policing specialists will continue to teach classes in 9-year schools.
High-volume crime specialists and Community Policing (CP) assistants/specialists will participate in meetings held in schools such as: parent board meetings, student senate meetings, etc., discussing and addressing problems or concerns related to public safety in these institutions.
Periodic analyses will be conducted regarding ensuring public order and peace in schools, identifying the problems encountered and defining concrete tasks for their resolution, as well as preventing and combating any type of criminal activity that may take place in or near educational institutions or school premises.
For special cases or events, joint meetings and analyses will be held with the leaders of these institutions and information will be sent to the General Directorate of the State Police.
