
While the government is aiming to move everything online and transform public procurement, moving to a new system that will enable procurement through Artificial Intelligence, the current systems are almost out of order.
Since yesterday, many citizens have complained that they cannot access E-Albania to download simple documents such as a personal or family certificate.
This then prevents them from making other applications, such as requesting reimbursement for child expenses through DIVA, or many other functions for which a certificate is required.
While E-Albania is mostly not opening at all, as shown in the photo, they cannot apply for services from the cadastre, health card, verification of insurance payments by the employer, etc.
Even entities complain that the self-care system barely works. Just a few days ago, entities were faced with a malfunction of the “SelfCare” platform, which businesses use for invoice reconciliations, fiscalization of import invoices, and issuing invoices (for the self-employed). Businesses have to be on guard day and night, as the system sometimes works and sometimes doesn't.
Problems with online services continue to recur despite the large funds that the e-government platform has received in recent years.
In 2025, funding for e-government increased threefold within the year, reaching 20.1 billion lek (over 200 million euros), from about 3.3 billion lek provided in 2019, to a total of 48.4 billion lek in 4 years, or almost 500 million euros.
Meanwhile, SPAK launched investigations last year into abuses of funds from the National Agency for the Information Society (AKSHI), which manages the E-Albania platform./Monitor.al/
