Security and public order have been one of the most pressing issues of the transition. However, in 36 years, no Minister of Interior (formerly called Minister of Public Order) has managed to complete a full 4-year term.
Of the 32 ministers appointed, Saimir Tahiri was closest to completing a full term, with 3 years and 6 months in office without interruption. Ali Kazazi had the shortest term, only 20 days during the National Reconciliation government.
More than half of them, 18 ministers, have lasted less than a year...
These figures are not just statistics. They clearly show the lack of stability in one of the most key institutions of the state and, of course/unfortunately, the fact that the real problems in the country have never been a political priority.
