The Tirana Prosecutor's Office has sent two former directors of the AMP to trial due to the illegal employment of agent Muçi Shaljani, who was killed a few months ago along with Gilmando Dani in the assassination attempt that took place in Rinas.
The Prosecutor's Office at the Court of First Instance of General Jurisdiction, Tirana, completed the investigations and sent to trial citizens AS, former General Director of AMP and
and GS, Director of the Finance and Support Services Directorate for the criminal offense of 'Abuse of office' provided for by Article 248 of the Criminal Code.
At the conclusion of the investigation into criminal proceedings no. 8566 of 2025, it resulted that citizen MS, who lost his life after being shot with a firearm at the place called Rinas roundabout, near Mother Teresa Airport, together with citizen GD, had been illegally appointed as an employee of the Police Supervisory Authority (AMP).
From the investigations of the Prosecutor's Office at the Court of First Instance of General Jurisdiction, Tirana, it resulted that citizen M. Sh. was employed at the Police Supervision Agency in violation of Law No. 128/2021 "On the Police Supervision Agency" and the Regulation "On the Organization and Functioning of the Police Supervision Agency". The documentary preparatory actions were carried out by citizen GS, in the capacity of Personnel Director and the decision-making ones by the General Director (Commander) of the time AS
Both of these citizens, with their actions and inactions, have consumed elements of the criminal offense of "Abuse of office" provided for by Article 248 of the Criminal Code, as it is proven that in the first moments of submitting the request of citizen M. Sh. for employment at the AMP, they discussed the case of this citizen with each other, seeking ways to circumvent Organic Law No. 128/2021 "On the Police Supervision Agency" and the Regulation "On the Organization and Functioning of the Police Supervision Agency", where the stages are clearly defined, starting from the announcement of vacancies, the creation of a commission for the evaluation of the candidacy, testing, final verifications, the evaluation of the documentation submitted by the applicant (none of these stages was applied) to the signing of the Employment Order, which in its content has the motivation "for emergency needs".
From the statements received from the leaders of the structures, in no case is the "emergency need" of any structure documented either in writing or verbally, indicating that none of the structures has had or requested the recruitment of employees for emergency work needs.
Citizen M.Sh. was employed through an illegal procedure, in a very short time (from 09.09.2025 when the request was officially submitted until 16.09.2025 when financial relations were established, a total of 4 working days, which indicates that none of the legal obligations expressed in the law and the AMP regulation were applied. He was paid a regular salary from 16.09.2025 to 11.11.2025 (the date of the incident at the Rinas roundabout), without ever showing up for work or performing any duties.
The investigation revealed that the defendants were aware of the legal procedure and the lack of conditions, and despite this, they continued the procedure and admitted a person into the structure without real verification and with questionable documentation.
