The clash between two businessmen, Luan Muça of the Delta Group company and Vasil Bedinaj of the Regina hotel chain in Vlora, has opened up two opposing tracks for the motive of the event: extortion or ownership conflict.
Vasil Bedinaj claims that Luan Muça and his men have fined him 5 million euros and threatened to leave Albania within 48 hours. On the other hand, Muça says that the conflict between them has been going on for two years and is related to a property in the coastal area of Palasa.
The Delta businessman has been arrested on suspicion of the criminal offenses of "Coercion by Threat for the Release of Property", committed in collaboration, and "Unlicensed Possession and Production of Weapons, Explosive Weapons and Ammunition". His two companions, brothers Klaudio Lleshaj, 29, and Mandrit Lleshaj, 33, have also been arrested with him.
Blerim Heta, 40, a Kosovar citizen, part of Muça's group, was also arrested, as was Angjelo Breshani, 29, Bedinaj's companion, who fired a gun at the opposing group and is suspected of wounding one person. So far, the person suspected of being injured has not presented himself for help in either state or private hospitals.
Meanwhile, 6 people have been declared wanted, including Bujar Muça, a former PDIU MP who left his mandate as soon as he was elected. 4 vehicles suspected of being involved in the incident have also been declared wanted.
The incident began around 11:30, when the police were notified by the owner of a hotel in Radhimë, Vasil Bedinaj, that he needed help, after several people had raped him and threatened him with firearms.
According to the information so far, several luxury vehicles have approached Bedinaj's hotel in Radhimë. Luan Muça got out of one of them, accompanied by his guards, employees of the private company "SWAT Security", contracted for the security of his businesses.
Muça sat down to talk with Vasil Bedinaj, in the presence of two other people. Sources say that the two businessmen have met several times before and that at the heart of the conflict between them is a property in the coastal area of Palasa.
At one point, the situation between the parties became tense. Employees of the private companies of the two businessmen approached and there was a physical altercation between them. After the collision, Luan Muça got into his luxury car and quickly drove away with his two guards, brothers Klaudio and Mandrit Lleshaj.

Gjatë ndjekjes, në vendin e quajtur Ura e Peshkëpisë, ky automjet ka dalë nga rruga, duke goditur barrierat mbrojtëse të saj. Në këtë automjet ndodheshin tre shtetas, konkretisht shtetasi Luan Muça, drejtues i automjetit, dhe dy pasagjerët, shtetasit Klaudio dhe Mandrit Lleshaj, vëllezër, punonjës të SH.P.S.F. “Swat Security”. Si pasojë e daljes nga rruga, shtetasit Luan Muça dhe Mandrit Lleshaj janë dëmtuar dhe janë transportuar për ndihmë mjekësore në Spitalin Rajonal të Vlorës, jashtë rrezikut për jetën”, njoftoi policia.
Në automjetin ku ndodhej Muça u gjet edhe një armë zjarri pistoletë, me një krehër me 16 fishekë luftarakë.
Më pas, rreth orës 13:00, pika e kontrollit e ngritur nga shërbimet e DVP Fier, në vendin e quajtur Mbikalimi i Memorialit, ndaloi një nga automjetet e shpallura në kërkim, me drejtues shtetasin kosovar Blerim Heta.

Nga tërësia e veprimeve hetimore, sipas policisë, rezulton se Luan Muça, së bashku me disa shtetas të tjerë, ka shkuar në hotelin në pronësi të Vasil Bedinajt dhe, nën kërcënimin e armëve dhe dhunës fizike, i kanë vendosur një gjobë prej 5 milionë eurosh, duke e kërcënuar që pas 48 orësh të largohej nga Shqipëria.
Ky është versioni i Bedinajt dhe i policisë për ngjarjen. Por Luan Muça jep një tjetër shpjegim për motivin e përplasjes. Sipas tij, konflikti nuk ka lidhje me gjobëvënie, por me një pronë.

He even accuses Bedinaj of having even gone to the property, while emphasizing that he has reported him for taking property through forgery.
The parties' claims are now the subject of investigation. But beyond the opposing versions, one fact remains clear: the clash between Muça and Bedinaj proves the state's failure to resolve conflicts through institutions. When mortgages produce more conflict than legal certainty, responsibility cannot rest only with those who take weapons out on the streets, but also with the institutions that have allowed property to become the cause of such clashes.
