Në Bashkinë e Tropojës, ligji nuk shkruhet më në kodet e Republikës, por në zyrat e kryebashkiakut Rexhë Byberi. Ajo që duhej të ishte një institucion publik në shërbim të qytetarëve, është kthyer hapur në një sipërmarrje private familjare. Me një guxim që sfidon hapur SPAK-un, Gjykatën e Apelit Administrativ dhe Komisionin e Prokurimit Publik, Byberi vazhdon të ndajë taksat e shqiptarëve me familjarët e tij, duke shkelur me këmbë çdo normë ligjore e barazi në garë.
Denoncimet e mëparshme të VNA-së për tenderat e dhënë kompanisë "Vllaznimi shpk", në pronësi të kushëririt të tij, Bashkim Byberi, ishin vetëm maja e ajsbergut. Rasti më i fundit zbulon një skemë me përmasa skandalozisht flagrante, një përplasje e hapur me drejtësinë, vetëm e vetëm që paratë publike të përfundojnë në xhepin e kushëririt të tij.
Në qershor të vitit 2025, Bashkia Tropojë shpalli procedurën e prokurimit për ndërtimin e rrugës "Auto Kika - Gj. Dragobisë - Qafë Pajë", me një fond limit prej 82.9 milionë lekësh, ose rreth 859 mijë euro. Në garë paraqitën interes 11 operatorë ekonomikë, por për kryebashkiakun Byberi fituesi ishte paracaktuar përpara se të mekej boja e letrës. Me një lëvizje, institucioni skualifikoi 10 kompani nga gara për të shpallur fitues bashkimin e operatorëve "GRIALD", "INA" dhe "VLLAZNIMI", me ofertën prej 63.8 milionë lekësh.
Mes të skualifikuarve ishin 6 oferta dukshëm më të lira se ajo e kushëririt. Kompania "CARA SHPK" kishte ofruar ta kryente punën për 49.4 milionë lekë, rreth 144 milionë lekë të vjetra më lirë se oferta e shpallur fituese. Po ashtu, ofertat e kompanive "Rroku GUEST" me 51.6 milionë, "NIKA" me 52.2 milionë, "FLORIDA" me 53 milionë, bashkimi "HTSH & SMOVATAKSI" me 56.7 milionë dhe "DESARET COMPANY & R|S|M CONSTRUCTION" me 60.5 milionë lekë u flakën tej me një të rënë të lapsit.
Pavarësisht se këto subjekte ofronin ta realizonin projektin duke kursyer taksat e qytetarëve, Byberi i fshiu nga gara për t’i hapur rrugën kompanisë së djalit të xhaxhait të tij.
E dëmtuar nga ky vendim, kompania "Cara SHPK" i hyri një kalvari të gjatë institucional. Në shtator të vitit 2025, Komisioni i Prokurimit Publik pranoi ankesën e kompanisë, bllokoi procedurën dhe urdhëroi Bashkinë Tropojë të rivlerësonte garën. Në vend që të zbatonte urdhrin ligjor, bashkia e rrëzoi sërish shoqërinë "Cara".
The KPP reacted again with a second decision, strongly requesting the Municipality to implement the law, but Byber's response was again silence and refusal. Even after the third consecutive decision by the KPP in October 2025, the Municipality of Tropoja refused to obey the procurement institution and turned to the Tirana Administrative Appeals Court to annul these decisions.
On November 3, 2025, the Administrative Appeals Court issued Decision No. 92, definitively dismissing the claim of the Municipality of Tropoja and leaving the decisions of the Public Prosecution Service in full force. The decision was final and legally the story ended there.
But for Rexhe Byberi, the decisions of the Republic's courts seem like empty letters. On his orders, the municipality delayed the implementation of the final decision for months, until May 2026.
After almost a year of delays and administrative games, on May 25, 2026, the Bid Evaluation Commission was forced to implement the court order, qualified the company "Cara SHPK" and requested the documents for the conclusion of the contract. On May 29, the company submitted all the necessary documentation, while on June 8, the PPC gave the green light to continue the procedure.
But it was then that the institution led by Byberi again acted based on the interests of the mayor and not as other institutions had requested.
Just a few days later, on June 16, 2026, the Commission ordered by Rexhë Byberi pulled out a so-called "Extra Evaluation". After declaring it the winner and receiving the contract documents, the municipality disqualified the company "Cara SHPK" again. In order to escape the automatic blocking in the electronic system, representatives of the entity "Cara" claim that the Municipality of Tropoja sent false information to the central institutions. The announcement of the winner was not communicated to the operators in the electronic system at all as required by law, but was inserted through secondary channels directly into the Procurement Bulletin. Thus, on August 21, 2026, Rexhë Byberi finally signed the contract with the union of operators that includes his cousin's company "Vllaznimi SHPK".
The tender in question is not simply a violated administrative procedure. It is a clear picture of a local government that has severed all ties with the rule of law. When a mayor violates three decisions of the Public Procurement Commission, ignores a final decision of the Administrative Appeals Court and uses extra-legal maneuvers to transfer 859 thousand euros to his uncle's son, the question is no longer what happened. The question that requires an urgent answer today is how long the justice system will continue to show favoritism in the face of this private estate built on public money.
