From the outskirts of Tirana to the coast of Himara, names are repeated and economic interests are intertwined. The Chairman of the Central Election Commission, Ilirjan Celibashi, his wife, relatives of Fatmir Mediu and several well-known construction businessmen appear together in the project documents for villas. Two investments in coveted areas, the same partners and a series of question marks over the agreements, financing and benefits behind them.
The National Council of Territory and Water, led by Prime Minister Edi Rama, has approved the amendment of a building permit for villas in Himara. The decision, listed in point 55, provides for the construction of individual apartments up to two floors above ground, with an underground floor and a perimeter wall. But more than the project itself, the attention is drawn to the people and companies that appear as developers.

The documentation lists Ilirjan Celibashi, his wife Ardiana Mediu, the company Beauty International, Astrit Kamberi, Dritan Shehu, Artan Nito, Lindita Nito, Arlind Nito, Kledion Nito and Sonila Xukthi. Among them are family members of politicians, entrepreneurs with large investments and the head of the institution responsible for administering elections in Albania.
One of the most obvious connections is with the family of Fatmir Mediu, the leader of the Republican Party. Ardiana Mediu, Celibashi's wife, is the politician's sister, while the company Beauty International is controlled by his two children, Semela and Even Mediu, who each own 50 percent of the shares.

Founded in 2011, this company has developed activities mainly in trade, import-export and consultancy. In 2020, it declared around 105 million lek turnover and 5.1 million lek profit before tax. Its name now appears in a villa project on the coast, alongside the Celibashi family and construction businessmen.
The presence of Fatmir Mediu's family members in this investment is also attracting attention due to the political profile of the former Minister of Defense, who has faced legal proceedings for the Gërdec tragedy. However, participation in a construction project does not prove a legal violation. What requires clarification is what each of the developers owns and how the benefits from the investment will be shared.
The story does not begin in Himara. Documents show that Celibashi and his wife appeared earlier in another housing project, this time in Farka e Vogël, in Tirana.

What agreements have Celibashi and his wife made with the builders? Have they contributed land, money, or other assets? How many villas or housing units will benefit from these projects? And above all, have the property and financial interests related to these investments been fully declared?
These questions cannot be answered solely by the names listed on the construction permits. This requires contracts between the parties, ownership documents, asset declarations, and data on sources of financing.
While for many Albanian families securing a home remains a long economic endeavor, villa projects in the most sought-after areas of the country represent investments of considerable value. When high-ranking officials appear in them, the public interest in knowing the source of the assets and the manner of their acquisition is legitimate.
Celibashi's involvement in these projects is not in itself evidence of corruption or conflict of interest. However, his position as CEC chairman requires a high standard of transparency. The public should be able to understand whether economic interests have been declared in accordance with the law and whether the agreements were concluded in orderly terms.
The institutions responsible for asset control and conflict of interest also have reason to review the relevant documentation. If the verifications reveal indications of criminal offenses that fall within the competence of SPAK, then the matter may also require a criminal investigation.
In the end, the story is not simply about a few villas in Himara or apartments in Farka. It is the story of economic relations that connect a high-ranking official, family members of politicians, and businessmen with major interests in construction and energy.
