A resident of Albania consumes much less energy at home than an average citizen of the European Union.
According to Eurostat's indicator for final household energy consumption per capita, Albania recorded 220 kilograms of oil equivalent per inhabitant in 2022, the latest year for which data is available for the country.
This is one of the lowest levels, even lower than the values recently reported by southern EU countries.
The low level is associated with a milder climate, but also with income, the ability to afford heating, and the energy quality of housing.
By comparison, the average consumption in the European Union was 507 kilograms of oil equivalent per capita in 2024, about 2.7 times higher than Albania's latest figure. The indicator includes energy used in the home for heating, cooling, cooking, hot water, lighting and household appliances, but excludes transport.
However, the low level should not automatically be read as an indicator of high energy efficiency. Eurostat explains that consumption is influenced by climate, household size and composition, income, the way appliances are used, the quality of buildings and the level of thermal comfort that households want or can afford.
In the case of Albania, the relatively mild climate reduces the need for heating compared to northern countries.
But low consumption may also reflect the fact that some households limit heating or cooling due to costs, while the building stock has problems with insulation and efficiency.
Albania far below the region
The difference is also large with countries in the region. In Bosnia and Herzegovina, final household energy consumption was 519 kilograms of oil equivalent per capita in 2023, about 2.7 times higher than the last reported level for Albania.
In Croatia, consumption reached 572 kilograms per capita in 2024, while in Bulgaria it was 305 kilograms. The differences are related not only to lower winter temperatures, but also to the typology of housing, heating systems, use of wood, gas or central heating and the level of household consumption.
Even in the warmest countries of Europe, residential consumption is generally higher than in Albania.
In 2024, Cyprus recorded 244 kilograms of oil equivalent per capita and Portugal 275 kilograms. Malta had the lowest level among EU countries, at 214 kilograms per capita, but still above Albania's latest value.
European households are consuming less energy
