Governments change, oligarchs remain: Who really has the power in Albania?

Sali Berisha said that the Democratic Party "has not been, is not and will
never be a party of oligarchs."

It's a sentence that works on the podium. There's just one problem: "never."

Because "never" forces you to open the archive. Privatizations, concessions, financing,
licenses. To see who grew under which government and, especially, who continued to grow
after the government changed.

There the story becomes much less pure.

Edi Rama did not invent the Albanian oligarchy. He expanded it, sophisticated it and, in many
sectors, turned it into a mode of governance: PPPs, multi-year concessions,
strategic investors, towers, resorts, ports, airports and contracts that bind the state to the
same private interests for decades.

But the relationship between power and big money did not begin in 2013.

And here begins Berisha's problem.

Some of the most powerful businessmen in today's Albania grew even when the DP
was in power. They received concessions, licenses, privatizations or
important positions in strategic sectors. Then Rama came and some of them moved
on.

This does not prove corruption. It proves something else: big Albanian capital has
long learned not to depend on the outcome of elections.

Rezart Taçi is the case that makes Berisha's version more difficult.

In 2008, during the DP government, 85 percent of ARMO,
the strategic oil refining company, was privatized. The 2012 BTI report later wrote
about decisions in favor of the company and about Taci's financial support for
the ruling party, especially during election periods, as well as his
public closeness to the prime minister and his family.

It is not criminal evidence and should not be treated as such.

But it is more than enough to ask: if such a relationship between
business, strategic privatization, and politics does not enter into the discussion about oligarchy,
then what does?

Then there is Bashkim Ulaj.

Companies affiliated with his group entered into projects and concessions even during
the Berisha government. In the last weeks of that government, the contract for
the hydropower plants in Valbona was approved.

Rama came.

Ulaj remained. Gener 2 continued to expand and participate in major projects.

So, whose oligarch is it?

Ndoshta pyetja është e gabuar. Ndoshta kapitali i madh shqiptar ka kuptuar diçka
përpara nesh: partitë duhet të luftojnë me njëra-tjetrën; kapitali duhet të ruajë
marrëdhënie me të dyja.

Në The Godfather Part II, Michael Corleone thotë se miqtë duhen mbajtur afër dhe
armiqtë edhe më afër. Politika shqiptare duket se ka versionin e saj: kundërshtarët
mbaji larg; kapitalin gjithmonë afër.

Shefqet Kastrati tregon të njëjtën vazhdimësi. Në fund të qeverisjes Berisha,
terminali privat i grupit Kastrati në Vorë mori statusin e zonës së përhershme
doganore. Qeveria Rama e anuloi vendimin. Më pas terminali u rikthye në sistem.

Berisha iku. Rama erdhi. Kapitali mbeti.

Edhe Samir Mane kërkon kujdes. Berisha ka refuzuar publikisht ta quajë oligark,
duke thënë se Mane nuk i kishte kërkuar favore. Dhe ka një pikë ku Berisha ka të
drejtë: nuk bëhesh oligark vetëm sepse je i pasur.

Por edhe historia e Balfin kalon nëpër disa qeveri. Në vitin 2013 grupi mori kontrollin
e kompanisë që zotëronte koncesionin e kromit në Bulqizë dhe më pas u zgjerua
shumë më tej.

Këtu lind pyetja që politika shqiptare shmang prej vitesh: ku mbaron sipërmarrësi i
suksesshëm dhe ku fillon oligarku?

Problemi nuk fillon domosdoshmërisht kur biznesmeni shkel ligjin. Fillon kur bëhet
aq i fuqishëm sa nuk ka më nevojë ta shkelë. I mjafton të ketë forcën për të ndikuar
mënyrën si shkruhen rregullat.

Atëherë pasuria bëhet pushtet.

Dhe këtu PD duhet të jetë e kujdesshme me moralin që predikon.

Një opozitë nuk mund të denoncojë paradite oligarkët që punojnë me qeverinë dhe
pasdite të kërkojë mirëkuptimin e të njëjtit kapital në dreka, darka apo kafe larg syrit
të publikut. Nëse takime të tilla zhvillohen me njerëz që kanë interesa të mëdha te
kontratat dhe vendimet e shtetit, ato duhen bërë transparente.

Sepse opozita nuk duhet të jetë thjesht qeveria e ardhshme në pritje. Duhet të jetë
alternativa ndaj mënyrës si qeveriset.

Nëse ndryshojnë vetëm njerëzit që ulen në tavolinë, por marrëdhënia mes politikës
dhe kapitalit mbetet e njëjtë, nuk kemi ndryshim sistemi.

Kemi vetëm ndryshim kamarierësh në të njëjtën tavolinë.

Në The Godfather, pushteti vjen me ofertën që nuk mund ta refuzosh. Në
demokracitë e kapura është më elegante. Nuk nevojitet kërcënimi. Mjaftojnë
kontrata, koncesioni, financimi dhe aksesi.

Sidomos aksesi.

Sepse ai është valuta që nuk figuron në bilancet e partive.

Prandaj, kur fjalët bëhen shumë të bukura, mbetet një rregull i vjetër: ndiq paranë.

Kush e financoi partinë? Çfarë marrëdhënie kishte me shtetin? Çfarë mori para
financimit dhe çfarë mori pas tij? Kontratë? Koncesion? Licencë? Privatizim?

These are not accusations. They are questions that a democracy must ask.

And then comes the real test.

If the DP comes to power tomorrow, will it open up the contracts? Will it audit the PPPs? Will it
publish its financiers and the meetings of government officials with businessmen who have
interests in the state?

Above all: will it affect the interests of a businessman who has helped him politically,
if the public interest requires it?

There, an anti-oligarchic party is separated from a party that uses oligarchy as a slogan.

Because it's very easy to fight the opponent's oligarch.

It is much harder to fight the system that can finance you tomorrow.

This does not exonerate Rama. On the contrary. PPPs, concessions, strategic investors
, and the concentration of capital during his government deserve a much deeper audit
.

But Berisha cannot fight the system by changing his date of birth.

Because the Albanian oligarchy does not need a party card.

It needs access.

Governments change. Prime ministers change. Ministers leave.

The oligarchs remain.

And the DP's proof is not how loudly it pronounces the word "oligarch" today.

It's whether tomorrow she will be willing to close the door even to those who can
open it to her today.

Because, in the end, the fight against the oligarchy is not measured by press conferences.

It is measured by the tables where you decide not to sit.
