The Municipality of Tirana has issued another tender, disqualifying the best bid from the competition. This is a procedure that aims to rehabilitate several streets in the block bordered by “3 Dëshmorët”, “Kadri Roshi” and “Panajot Pano” streets, which are located in the Kashari area of the capital.
For this procedure, the municipality had set aside a fund of 1 billion lek, while 26 companies had expressed interest in it. The best offer was proposed by the entity “MELA.” sh.pk, which had requested 585 million lek to carry out the work. But the Municipality of Tirana disqualified it from the competition and declared the winner the entity “INERTI” sh.pk, which had the second best offer with 594 million lek, or about 10 million lek more than the first.
The winning company is owned by businessmen Halil Muha and Florjan Muha. The latter was rumored in the media to have been present at the protest in front of SPAK when Mayor Erion Veliaj was arrested. In fact, in the video that circulated on social media, which showed a person shouting "Lali Eri o flori, we are waiting for you in the municipality", the media claimed that it was Florjan Muha.
Beyond these claims, what is a fact is that the businessman's company in question continues to be the favorite of the Municipality of Tirana, both with Veliaj outside and inside prison.
"INERTI" sh.pk has received 32 public tenders across the country and 15 of them from the Municipality of Tirana alone.
