Fatbardha was born in 1939. She is the granddaughter of Qazim Mulleti, the former prefect of Tirana. She was the third child in a family of 5 children. When she was 5 years old, her father, Haki Mulleti, was arrested and convicted with the Tirana group and his property was confiscated. They expelled her family to Kavajë where they sheltered them in basements, barracks and huts.

Fatbardha graduated, without taking a break from work, from the Pedagogical Institute "Aleksandër Xhuvani", branch of biology-geography-chemistry in 1963, while in 1970 he graduated from the University of Tirana, but without taking a break from work, from the branch of Chemistry-Biology, Faculty of Natural Sciences. He was fired in 1975 and worked at the wood combine, Shkodra.
