The State Election Commissioner, Ilirjan Celibashi, has requested the imposition of fines against 13 political parties for violations found in the campaign financial reporting for the parliamentary elections of May 11, 2025. The total amount of the proposed sanctions amounts to 7.5 million lek.
The request, dated October 3, 2026, was addressed to the Complaints and Sanctions Commission (KAS), following the audit of funds received and expenses incurred by political entities during the election campaign.
According to the documentation, the violations include failure to submit financial reports, exceeding legal deadlines, failure to declare bank transactions, as well as discrepancies in the presentation of income and expenses.
The highest fines, of 2 million lek each, have been proposed for the True Albanian Path Party and the National Albanian Alliance Party, which have not submitted financial reports on campaign funds and expenses.
Meanwhile, fines of 500 thousand lek have been requested for six political entities: the Liberal Democratic Union Party, the New Democracy Alliance, the Conservative Alliance for Albania, the Christian Democratic Party, the Homeland Movement Party, and the Albanian National Alliance.
Fines of 100,000 lek each have been proposed for five other parties. This category includes the Balli Kombëtar Party, the Union for Human Rights Party, the Right 1912 Party, the Social Democratic Party, and the Nisma Thurje Party.
The irregularities identified are mainly related to the lack of financial documentation, delayed reporting, and discrepancies in the declaration of funds used during the electoral campaign.
Celibashi's request has been forwarded to the KAS, which is responsible for reviewing and making the final decision on administrative sanctions. The matter is scheduled to be reviewed at the meeting on November 2.
