A phone number registered in the name of the state-owned company Albcontrol, with authorized person Belinda Ballukun, turns out to be located in the area of the luxurious White Rocks complex in Dhërmi, where SPAK suspects that the former deputy prime minister has benefited from a hidden villa.
In the investigative file, SPAK has administered Vodafone operator data to verify the use of villa F6 by Balluku and her family members.
According to the file, the number was registered in the name of the company Albcontrol, with authorized person Belinda Ballukun, while the agreement document was signed by Viola Haxhiademi.
From telephone records, SPAK has determined that this number was located in the Dhërmi area, including the antennas covering the White Rocks complex, during the months of June, July, August and December of 2024, as well as during June and July of 2025.
Belinda Balluku's personal number is also consistently located in the same area, during the years 2024, 2025 and 2026. For 2024, SPAK records location in every month, from March to December.
The prosecution has also administered the tables of the number used by Balluk's daughter, who was located in the area of the complex during several months of 2024 and 2025.
The file also includes the testimony of the complex's maintenance worker, Eriol Xharja, who states that Balluku came to the complex in a black Range Rover vehicle, with license plates ending in 444, while other times in an Audi A8, also black.
