According to a study, more than 150 trading portfolios at Polymarket International may have traded using inside information about the US military, encouraging copycat bets and raising concerns that the market could be transmitting signals that could be exploited by foreign adversaries.
The analysis, conducted by the nonprofit research organization Anti-Corruption Data Collective (ACDC), first reported by Reuters, sheds new light on potential trading in the prediction market based on inside information from people connected to the military and on the broader risks such activity could pose.
It comes as policymakers are tightening their grip on the growing industry, following bets placed ahead of U.S. military operations. One case is that of a U.S. soldier charged in April with using classified information to place bets on the overthrow of Venezuelan President Nicolas Maduro in January. Lawmakers have said such cases could harm national security.
Representatives for Polymarket, founded in 2020, did not respond to requests for comment. Polymarket says it has strict controls, closely monitors suspicious activity and has referred dozens of trader portfolios to authorities, including in the Maduro case. Polymarket’s international platform completes transactions entirely on a blockchain, meaning bets are public, though traders remain anonymous. ACDC analyzed all completed transactions on the market through May 5 to identify low-probability bets, defined as bets of at least $2,500, placed cumulatively within an hour or less, for an outcome with a probability of success of 35% or lower.
Within this group, ACDC found 556 portfolios, which it called “Orcas,” referring to the precise and selective hunting techniques of killer whales. Typically, these traders would open an account and quickly place a bet with a low probability of success but a very high rate of return, in specialized markets where insiders could have an informational advantage. In many cases, they would then withdraw the money and disappear.

Polymarket has said its public registry allows for greater scrutiny of its activity. A spokesman for the Commodity Futures Trading Commission (CFTC), which is seeking jurisdiction over the prediction markets, did not comment on the findings. The regulator has said it will closely monitor illegal behavior in the sector and has so far brought charges in at least three cases.
The ACDC is made up of academics and investigators with expertise in illicit finance and aims to push for anti-corruption reforms. The group argues that all traders should be required to verify their identities and that payments from suspicious trades should be held in abeyance until the investigation is complete.
However, according to the ACDC, to truly reduce the risk of insider trading, markets where the use of non-public information can be particularly useful and profitable should be banned. “Restricting the type of people who can place bets on prediction markets or relying solely on law enforcement investigations… will not be enough,” the group said.
